  • Technical Acceptability: Evaluated on an Acceptable/Unacceptable basis, focusing on:
    • Demonstrated understanding of requirements and approach.
    • Procedures for protection of existing components.
    • Leak testing and verification methods.
    • Contractor qualifications.
  • Personnel Qualifications: Use of factory-trained or OEM-qualified technicians, or relevant HVAC certifications/licenses.
  • Price Evaluation: Lowest priced technically acceptable quote will be considered fair and reasonable.

• This acquisition is set-aside for small business concerns.

• Offerors must be registered in the System for Award Management (SAM).

• A site visit is highly recommended and scheduled for 20 May 2026 at JBSA Fort Sam Houston. Interested parties must arrive 30 minutes early for sign-in and base pass processing. Specific documentation is required for base access.

• Quotes must include a detailed technical plan.

• All quotes must be FOB Destination.

• Electronic invoicing via Wide Area WorkFlow (WAWF) is required.

Statement of Work (SOW) / Performance Work Statement (PWS)

To purchase and replace a 150-ton Scroll Chiller, pump, and associated equipment at Building 1029, Fort Sam Houston, Texas.

• Furnish all supervision, labor, transportation, materials, tools, incidentals, equipment, and quality assurance for removal, disposal, and replacement.

• Provide lifting equipment, specialty tools, parts, and qualified technicians.

• Install a new 150-ton chiller compatible with the existing chilled water system and Building Management System (BMS).

• No specific brand is required, but the unit must meet the 150-ton capacity requirement.

• Work includes all materials, labor, and factory-trained technicians specializing in HVAC, refrigeration, and electronics.

• Contractor shall lock out/tag out electrical power and recover refrigerant.

• Disconnect existing electrical, communication wiring, and piping.

• Replace and connect the grounding system.

• Replace the chilled water pump.

• Modify piping as needed for proper flow and connections.

• Install new electrical wiring, disconnects, and control panels, integrating them into the existing electrical system.

• Reuse existing electrical infrastructure where practicable.

• Integrate the new chiller and pump with the existing BMS, which may require programming changes or component additions.

• Test and calibrate control systems.

• Conduct operational and load tests.

• Perform leak checks and provide/insulate new piping.

• Provide factory start-up and verify proper operation.

• Coordinate work with the CE Project Manager or Contracting Officer 48 hours prior to commencement.

• Project work is to be performed at Fort Sam Houston, Building 1029.

• At least a 10-day notice is necessary for government coordination.

• All work shall be completed within 30 calendar days after Notice to Proceed.

• Normal duty hours are Monday through Friday, 7:00 AM to 5:00 PM, except government holidays.

• Warranties: 5-year parts and 1-year labor warranty.

• Site Visit: Required for verification of dimensions, questions, and concerns.

• Government Furnished Services: Utilities (water and electricity) and emergency, fire, and security police response.

• Traffic Regulations: Compliance with base traffic regulations is mandatory.

• Hazardous Materials: Identify and report HAZMAT usage, submit AF Form 3952 for each item, and provide Material Safety Data Sheets (MSDS). Submit monthly usage reports.

• Site Conditions: Maintain adequate barricades and warning signs; clean up debris daily.

• Codes and Regulations: Comply with CEO Contract Specifications, Uniform Building Codes, Air Force Base Regulations, and OSHA Requirements.

• Inspection and Acceptance: Final inspection by project manager, contractor, and 502 CES personnel. Discrepancies must be corrected before final payment.

• Contractor Furnished Services: All required tools, parts, materials, and supplies.

• Contractor: Responsible for storing and disposing of all generated refuse and waste in compliance with environmental requirements.
