Statement of Work (SOW)

To remediate the subject property (Parcel E-1, former wastewater lagoon) and return it to the Navajo Nation for future economic development, ensuring it is free from environmental hazards.

• Close the former wastewater lagoon in accordance with NNEPA regulations.

• Excavate, remove, and properly dispose of contaminated soil and wastewater sludge.

• Fill and compact excavated areas with clean fill to 90% proctor density, grading to match existing contours.

• Remove and dispose of all valves, outfalls, valve boxes, and wastewater liners.

• Properly close sewage piping by cutting and capping lines at the property boundary, testing for asbestos-containing material.

• Clear and grub existing vegetation, reseed with similar native vegetation, and adhere to BIA's Integrated Weed Management Plan.

• Address any identified hazardous constituents (asbestos, PCBs, lead-based paint, mold) in accordance with federal and tribal regulations (RCRA).

• Soil sampling results and NNEPA guidance will dictate remediation.

• Excavated soil volume and weight of recycled materials to be documented.

• Final report to be stamped and certified by an environmental professional.

• Period of Performance: 180 days from receipt of Notice to Proceed.

• Place of Performance: BIA Navajo Route 7 (Main Street), Chinle, Apache County, Arizona.
