Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The National Institute of Standards and Technology (NIST) is soliciting quotations for a CHIPS R&D Data Acquisition System to support its Metrology program. This unrestricted competition seeks a firm-fixed-price purchase order for a new DAQ system, including shipping, installation, and training. Quotations are due March 9, 2026, by 11:00 AM Eastern Time.

Purpose & Scope

NIST's Infrastructure and Materials Group requires a Data Acquisition (DAQ) system to collect in-situ resistance-based measurements for advanced test vehicles during accelerated aging experiments. This system will study the long-term reliability of materials used in semiconductor chip packaging as part of the CHIPS Metrology program.

The scope includes acquiring a new DAQ system capable of measuring resistance and resistance-based temperature changes, monitoring 300-400 wires per sample (not exceeding 5V), and supporting a minimum of 125 4-wire channels (accommodating at least 500 wires). Key technical specifications include a max voltage of +/- 300V, a minimum scan rate of 100 channels/second, a max current of 1A, a resistance range of 100 Ohms to 1 GOhm, a target basic resistance accuracy of 0.004%, and a basic DC voltage accuracy of 0.003%. The system must feature screw connections for input wires and include data logging, analysis, and export software compatible with Windows 10/11, to be used with an environmental chamber.

Key Requirements & Deliverables

The solicitation includes three Contract Line Item Numbers (CLINs):

  • CLIN 0001: Data Acquisition System (as detailed in Attachment #1: Statement of Work).
  • CLIN 0002: Shipping, Installation, and Training.
  • CLIN 0003: Other transportation-related charges (Not-to-Exceed amount).

Period & Place of Performance

Delivery of the system is required no later than 20 weeks after receipt of order. The place of delivery is NIST, 100 Bureau Drive, Building 301, Gaithersburg, MD 20899. Delivery shall be F.O.B Destination.

Special Conditions

All equipment must be new; used, remanufactured, experimental, prototype, or "gray market" items are unacceptable. Items must be shipped in original manufacturer packaging with all documentation and software, and warranted for a minimum of 12 months. The system must comply with federal cybersecurity and privacy requirements (e.g., FISMA, OMB A-130, SP 800-171). Payment will be 100% after installation and acceptance by the NIST Point of Contact, upon receipt of a proper invoice.

Contract Details

  • Contract Type: Firm-fixed-price purchase order (PO) under FAR Part 12.
  • NAICS Code: 334516, with a small business size standard of 1,000 employees.
  • Set-Aside: Unrestricted competition.

Submission Requirements

  • Submission Deadline: March 9, 2026, by 11:00 AM Eastern Time.
  • Submission Method: Electronic quotations via email to tracy.retterer@nist.gov and Donald.collie@nist.gov, referencing the RFQ number in the subject line.
  • Inquiries: Written questions must be submitted within 5 calendar days after solicitation issuance.
  • Quotation Structure: Quotations must be divided into three volumes:
    • Volume I: Technical Quotation (demonstrating capability, citing SOW paragraphs, providing evidence of meeting requirements, and including manufacturer authorization if applicable).
    • Volume II: Price Quotation (firm-fixed-price for each CLIN, including shipping, and separately identifying foreign product charges/tariffs).
    • Volume III: Terms and Conditions (completing required information and stating any exceptions).
  • Validity: Quotation prices must remain valid for 90 days.

Evaluation Criteria

Award will be made to the responsible offeror proposing the lowest price that is technically acceptable. Evaluation will focus on meeting all required technical specifications and offering the lowest price. The government reserves the right to award without discussions.

Compliance & Eligibility

Offerors must have an ACTIVE registration in SAM.gov at the time of quotation submission, award, performance, and through final payment. Bidders must review all incorporated provisions and clauses (Attachment 2), including those related to Buy American, foreign telecommunications equipment, and other compliance requirements.
