Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Institute of Standards and Technology (NIST), under the Department of Commerce, has issued a Combined Synopsis/Solicitation (RFQ) for CHIPS R&D Optical frequency comb and Control electronics. This is a full and open competition to procure specialized laser systems and control electronics. Quotations are due March 9, 2026, by 3:00 PM Eastern Time.
Purpose & Scope
NIST seeks to acquire a Mid-Infrared Femtosecond Laser Source, Femtosecond Laser Control Electronics, and an Ultrastable Laser System. This equipment is crucial for the CHIPS Metrology Program's Grand Challenge 5, enabling novel optical diagnostics for studying chemical transformations in semiconductor manufacturing processes.
The required items include:
- CLIN 0001: Mid-Infrared Femtosecond Laser Source System: A new, tunable laser system (3.0 µm to 4.8 µm) with specific pulse width (<400 fs), repetition rate, bandwidth, and average power specifications. Output must be free space and linearly polarized.
- CLIN 0002: Femtosecond Laser Control Electronics: A new, rack-mountable control unit compatible with a 19-inch instrument rack, featuring a 2m umbilical cord and USB interface, compatible with the laser source.
- CLIN 0003: Ultrastable Laser System: A new, continuous-wave laser system (1061 nm - 1067 nm) locked to an optical frequency cavity with specified finesse and drift rate, including locking electronics and beat note detection.
- CLIN 0004 & 0005: Shipping and other related transportation expenses.
All items must be new, shipped in original manufacturer packaging with documentation. Cybersecurity compliance (NIST SP 800-171, TLS 1.2+, FIPS 140-2/140-3) and a minimum one-year warranty are required. Delivery is expected no later than 28 weeks after receipt of order to NIST in Gaithersburg, MD.
Contract Details
- Contract Type: Firm-Fixed-Price quotation.
- Set-Aside: None (Full and Open Competition).
- NAICS Code: 334516 - Analytical Laboratory Instrument Manufacturing (Small Business Size Standard: 1,000 employees).
- Place of Delivery: NIST, Gaithersburg, MD.
- FOB: Destination.
Submission & Evaluation
- Submission Deadline: March 9, 2026, by 3:00 PM Eastern Time.
- Inquiries Deadline: Questions must be submitted in writing no later than 5 calendar days after solicitation issuance (approximately February 28, 2026).
- Submission Method: Electronic quotations via email to Tracy.retterer@nist.gov and Donald.collie@nist.gov, referencing the RFQ number.
- Quotation Preparation: Must be indexed and divided into four volumes: Technical Quotation, Demonstrated Experience, Price Quotation, and Terms and Conditions.
- Evaluation Criteria: Best value award, with non-price factors (Technical Capability and Prior Demonstrated Experience) being more important than price. Technical capability assesses adherence to SOW and performance metrics (e.g., XCL/XCT modes, spatial resolution). Prior experience evaluates past performance with similar instruments. Price will be evaluated for reasonableness.
- Eligibility: Offerors must have an ACTIVE registration in SAM.gov.
