This is a combined synopsis/solicitation for commercial items, specifically for "Choctaw Agency Repair." The government is procuring repair services for Choctaw Building #33.

• Evaluation Criteria: Quotes will be evaluated based on comparative evaluations to determine the best value. The government may select a response that offers more than the minimum if it provides a benefit. Price will be evaluated for completeness and reasonableness. The contractor must demonstrate the ability to meet the delivery deadline.

• Required Documents: SF-1449, DIAR IEE self-certification, product specifications, and proof of authorization (if applicable).

• Set-Aside: This acquisition is set aside for Indian Small Business Economic Enterprises (ISBEE).

• Offerors must meet the definition of an Indian Economic Enterprise (IEE) and be a small business concern.

• The solicitation incorporates numerous FAR and DIAR clauses by reference. Offerors are cautioned to review these thoroughly.

• Electronic invoicing via the Invoice Processing Platform (IPP) is required.

Bidders must complete and submit this form to self-certify their status as an Indian Economic Enterprise. This certification is required to be eligible for awards set aside under the Buy Indian Act. The enterprise must meet the IEE requirements at the time of offer, contract award, and throughout the contract term. False or misleading information submitted on this form is subject to legal penalties.

Statement of Work (SOW)

To waterproof and install a new drainage system for the rear exterior wall of the BIA Choctaw Agency building, improving current drainage to protect against water intrusion and damage. The estimated project magnitude is $65,000 to $75,000.

• Assess site conditions, analyze soil composition, drainage patterns, water table levels, and local climate.

• Plan, develop, and implement a waterproofing sealant and drainage system.

• Provide all necessary personnel, equipment, tools, materials, labor, and supervision.

• Ensure all work complies with applicable Tribal, state, and federal laws and regulations.

• Temporarily disconnect and move HVAC units, providing portable units if needed.

• Temporarily move and then replace an eastside fence.

• Excavate along the eastside exterior wall to expose the area for waterproofing and drainage system installation.

• Remove deteriorated concrete trough on the northeast end of the building.

• Reroute electrical gate conduit to accommodate new concrete.

• Dig a trench for a French Drain alongside the northeast side of the building, parallel with Evergreen Street.

• Install adhesive mastic, waterproofing layers, and a J Drain ES 1530 B Drain Board.

• Install a 6-inch perforated sock pipe in gravel within the trench.

• Backfill the trench to establish positive drainage toward Evergreen Street and Powell Street.

• Install a temporary sediment control barrier.

• Clean and repair wall defects for maximum waterproofing adhesion.

• Properly seal all vulnerable conduits, pipes, and joints.

• Ensure waterproofing materials comply with IBC 1805.3.2 and do not enter soil/subsoil, surface water, or drains.

• Install a 2-foot wide concrete pad alongside the east side of the building, directing water toward Evergreen Street.

• Install elastic water repellent caulk along the seam between new concrete and existing buildings.

• Install aluminum flashing from the wall to the new concrete.

• Extend downspouts to the edge of the new concrete and repair existing downspout drainpipes.

• Lower the flow line of the street ditch to improve drainage between the building and fence.

• Install a decorative block wall at the northeast corner (approx. 20 feet).

• Re-install HVAC units and fence to original locations.

• Place approximately 150 sq yds of Sod on disturbed areas and restore all disturbed landscape areas.

Work must be completed within 120 days from contract award.

• Responsible for repair/replacement of any existing equipment, furniture, sheet rock, or walls damaged during the project (finishes to match existing).

• Provide a warranty of two to five years on materials and labor from the date of acceptance.

• The Agency will provide water and electricity at no cost.

• Hook-up to existing electrical outlets and water shut-off valves is the contractor's responsibility.

• Any connection to the base water system requires coordination with the POC and a backflow prevention device.

• Contractor to provide appropriate disposal bins/trash receptacles.

• Approval for disposal bin locations required from the POC.

• Contractor to clean up the worksite daily and dispose of all debris.

• Contractor may not use Agency/Government disposal bins.

• Work hours: Monday-Friday, 08:00 AM - 04:30 PM. Coordinate with POC Eric Nicky.

• Weekend work requires POC approval at least 48 hours in advance.

• Provide proof of insurance coverage upon contract acceptance.

• Check in daily with the POC for access and coordination.
