Performance Work Statement (PWS)

To provide industrial and general cleaning services for the Central Heat and Power Plant (CHPP) at Eielson Air Force Base, addressing hazardous working conditions including coal dust and heat exposure.

• General Cleaning: Services include cleaning all vertical and horizontal surfaces, removing coal/ash dust, grease, and oil. This goes beyond normal dusting.

• Work Zones: The plant is divided into seven zones. Zones 1-6 are rotated on a 6-week schedule, with each zone serviced weekly. Zone 7 includes office areas, restrooms, and break rooms, serviced daily.

• Specific Tasks:

  • Dusting and Wipe Down Services (scraping, dusting, washing surfaces; no compressed air; vacuums must be explosion-proof except in office areas).
  • Floor Maintenance (cleaning to remove dirt, debris, dust, foreign matter; returning moved items to original position).
  • Trash Removal (daily emptying of trash containers, replacing liners as needed, depositing trash in designated containers).
  • Cleaning Drinking Fountains (free of streaks, stains, spots, smudges, scale).
  • Basic Restroom/Locker Room Cleaning (stocking supplies, cleaning and disinfecting all surfaces, de-scaling showers, toilets, and urinals monthly).

• Basic Cleaning Services (SS-1): Surfaces free from excessive build-up; trash cans emptied daily. No more than 2 valid defects per month.

• Basic Restroom Services (SS-2): Accomplish all cleaning tasks. No more than 2 valid defects per month.

• VPP Requirements (SS-3): Perform work safely per OSHA standards. Report damage/accidents promptly. No more than 2 valid defects per month.

• Services performed Monday through Friday, 0730 to 1630 local time, excluding federal holidays.

• Location: Central Heat and Power Plant, Eielson Air Force Base.

• Safety: Compliance with 29 CFR 1910 OSHA General Industry Regulations. Use of ladders, lifts, scaffolding, mops, explosion-proof vacuums, respirators, fall protection required. Employees must wear long sleeve shirts/coveralls and safety toe shoes.

• Personnel: Minimum of two personnel on shift for safety. Supervisor required during duty hours. All employees must sign in/out and inform supervisor of location.

• Security: CHPP is a secure facility; all personnel require escort by government personnel. Background checks (LAC, NAC) and Restricted Area Badges (RAB) may be required for unescorted access.

• Quality Control: Contractor must develop and submit a Quality Control Plan (QCP) within seven (7) calendar days prior to contract start date.

• Deliverables: OSHA Certification, QCP, Comprehensive Work Schedule, Employee Background Checks, Employee Roster, Safety Data Sheets (SDS) for hazardous materials.

• Government Furnished: Emergency medical treatment and transportation (reimbursable), entry authorization list template, zone maps, and floor plans.

Amendment / Modification

Addendum to 52.212-1:

• Quotation Preparation: Quotes must be submitted electronically via email in four sections: Administrative, Technical Capabilities, Past Performance, and Price.

Addendum to 52.212-2:

• Evaluation Basis: Award will be made to the technically acceptable contractor providing the quote deemed most advantageous, considering Technical, Past Performance, and Price. Past Performance is more important than Price.

• Factor 1 - Technical Capability: Evaluated as Acceptable/Unacceptable. Proposals must demonstrate a viable plan for staffing, equipment, and scheduling.

• Factor 2 - Past Performance: Assessed based on recency, relevancy, and quality. A Performance Confidence Assessment (PCA) rating will be assigned. Definitions for recency (within 5 years), relevancy (matching PWS scope/complexity), and quality are provided. Only "Very Relevant" and "Relevant" past performance will be used for the final PCA rating.

• Factor 3 - Price: Evaluated for reasonableness and completeness using the Total Evaluated Price (TEP) method. Prices must be fair and reasonable.

• Basis for Award: Award will be made on a best-value tradeoff basis. Technical acceptability is evaluated first. Then, past performance is assessed. Price is evaluated for fairness and reasonableness. A best value tradeoff decision will be made, considering the benefit of paying a price premium for higher past performance, especially given the hazardous nature of the work environment.
