Statement of Work (SOW) / Performance Work Statement (PWS)

To provide routine groundskeeping services for the Hollings Marine Laboratory (HML) in Charleston, SC, maintaining the exterior grounds in a clean, orderly, and professional condition.

• Provide labor, supervision, tools, equipment, and materials for recurring grounds maintenance.

• Services to be performed bi-weekly.

• Key tasks include:

  • Mowing of all designated grass areas.
  • Trimming and edging around sidewalks, trees, and flower beds.
  • Blowing and removal of organic debris from hardscaped areas.
  • Mechanical weed control in flower beds.
  • Application of EPA-approved herbicide in designated gravel areas.

• All activities must avoid damage to landscaping, utility infrastructure, and structures.

• Contractor Qualifications: Minimum of three (3) years of verifiable groundskeeping/landscaping experience, demonstrated experience with herbicide application in sensitive areas, personnel must be U.S. citizens or authorized to work, trained in commercial-grade equipment and herbicide application, and possess a dedicated project manager. Must have a valid South Carolina Pesticide Applicator License or equivalent.

• Insurance: General Liability ($1M/occurrence), Workers' Compensation, Automobile Liability.

• Safety & Environmental: Must have an established safety program, comply with federal, state, and NOAA protocols, use EPA-approved herbicides, utilize PPE, coordinate hazardous work, and report incidents.

• Government Furnished: Attachment 1 (Groundskeeping Area Map), on-site water supply.

• Deliverables: Bi-Weekly Groundskeeping Services, Service Completion Confirmation, Herbicide Application Log, Incident and Property Damage Reports, Contractor POC Info Sheet, Certificate of Insurance, Pesticide Applicator License.

• Performance Standards: Evaluated on timeliness, quality of grounds maintenance, herbicide application documentation, communication/service reporting, professionalism, and safety/environmental compliance.
