THIS IS A NOTICE OF INTENT TO AWARD A SINGLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. This is a notice of intent to award a single source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquistion Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

Joint Base Charleston (JB CHS) – Air Base (AB) and Weapons Station (WS), SC requires potable water, fire protection, and sanitary sewer utility services. The 628th Contracting Squadron located at 101 E. Hill Blvd, JB CHS, SC 29404 intends to award a 10-year firm-fixed-price contract to Charleston Water System (Commissioner of Public Works), 103 St Philip St, Charleston, SC 29403 for this requirement. The Period of Performance is 02 March 2026 – 01 March 2036.
Charleston Water System is the current incumbent and the only source capable of providing potable water, fire protection, and sanitary sewer utility services on JB CHS – AB and WS, SC. To ensure the continuity of essential services, the Government cannot accommodate any disruption to services within the specified areas as a result of the transition to, or establishment of, a new service provider. Therefore, this acquisition ensures uninterrupted distribution of potable water, fire protection, and sanitary sewer utility services to JB CHS.
FAR 5.207(c)(16)(ii) applies and is modified to read: The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authoirty of FAR 6.302-1. Interested parties may identify their interest and capability to response to the requirement or submit quotes. This notice of intent is not a request for competitive quotes. However, all quotes received by the appointed due date with be considered by the Government. A determination by the Government not to compete with this proposal basede upon respons to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
