Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal services for the cleaning and sanitizing of ductwork and the installation, maintenance, and remediation of Continuous Infection Microbial Reduction (CIMR®) Devices in specified buildings on Maxwell AFB/Gunter Annex, Alabama.

• Cleaning and sanitizing of ductwork in Buildings M1430, M1431, M1432, M1433, M1434, M1486, M1488, M1489, M1491, M696, and M697.

• Installation, maintenance, and remediation of CIMR Devices to treat air by generating hydrogen peroxide gas (0.02 ppm).

• Refurbishment of existing CIMR units or installation of new units (estimated quantity: 300).

• Cleaning of entire air conveyance systems, including supply and return air ducts, registers, grilles, diffusers, and air handling units.

• Daily site cleanup and debris removal.

• Initial assessment within 5 days of Notice to Proceed (NTP).

• Cleaning/sanitizing workplan development within 5 days of assessment and approval.

• Execution of cleaning/sanitizing within 10 days of workplan approval, to be completed in 150 calendar days.

• Monitoring of air quality and provision of reports as requested by facility manager for one year from NTP.

• Monthly air quality reporting to COR and facility manager.

• Coordination with COR, Facility Manager, and Building occupants at least 48 hours prior to work.

• 3-year warranty for contractor-provided equipment parts.

• 24-month warranty for contractor-provided equipment beyond the service agreement.

• Location: Maxwell AFB/Gunter Annex, Alabama.

• Performance hours: 7:00 AM to 5:00 PM, Mondays through Fridays, excluding federal holidays, unless otherwise approved.

• Monitoring period: One year from NTP.

• Compliance with all federal, state, and local environmental laws and regulations.

• Prior approval required for bringing hazardous materials on base; submission of hazardous materials inventory and MSDSs.

• Spill control materials must be maintained on hand.

• Environmental Management System (EMS) compliance or implementation of an ISO 14001 compliant EMS.

• Contractor personnel must comply with base access, identification, and vehicle pass requirements.

• Adherence to traffic laws and cellular phone operation policies on base.

• Prohibition of establishing unauthorized IT systems or networks.

• Strict prohibition of firearms and ammunition on base.

• Contractor is responsible for disposal of trash and hazardous waste off-base.

• Contractor must provide necessary identification for employees and return credentials upon contract completion.

Sources Sought

The 42d Contracting Squadron is seeking information from qualified businesses capable of providing non-personal services for duct cleaning and sanitizing, including the installation, maintenance, remediation, and cleaning of existing CIMR® (Continuous Infection Microbial Reduction) Devices. This is a Sources Sought notice, not a solicitation, and no contract will be awarded based on this notice.

• Purpose of Notice: To assist the Government in determining the acquisition strategy.
• No Quotes: Do not submit quotes at this time.
