• Order of Precedence: In case of conflict, amendments to the purchase order/contract take precedence, followed by the schedule of supplies, terms and conditions, IRPOD/Master Procurement Specification, invoked STRS, drawings, and specifications.
• Document Revisions: Contractors must comply with specified revisions of documents. Any use of other revisions requires written approval from the Contracting Officer. Documents must be used in their entirety.
• Mercury Exclusion: Mercury or mercury-containing compounds shall not be intentionally added to or come in direct contact with hardware or supplies.
• Waivers/Deviations: Requests for delivery date extensions or waivers/deviations must be identified in advance, accompanied by an explanation, justification demonstrating no impact on quality, form, fit, or function, and supporting technical data for alternate items. These requests are to be submitted to the Government Quality Assurance Representative (QAR) for comment before forwarding to the Post Award PCO.
• Quality Assurance: The contractor must provide and maintain an inspection system acceptable to the Government, with records kept complete and available.
• Packaging: MIL-STD 2073 packaging applies. Specific clarifications are provided for MIL-PRF-23199 packaging, particularly regarding MIL-DTL-24466 green poly bags for cleanliness control. Fire retardant packaging is no longer required.

Deliverables & Notes

• Certificate of Compliance: A Certificate of Compliance (per DI-MISC-81356) must be submitted to NAVSUP-WSS code N9433 at the time of material delivery. A separate certificate is required for each unique combination of Contract/Purchase Order Number, National Stock Number, and Item Nomenclature.
• DD Form 1423: Detailed explanations are provided for various blocks of the DD Form 1423, covering data item descriptions, delivery, inspection, acceptance, distribution statements, and pricing groups (Group I, II, III, IV).
