Statement of Work (SOW)

This Statement of Work (SOW) defines the requirements for the Lualualei Breaker Replacement project, which includes providing engineering services, new equipment, and labor to replace and recondition specified circuit breakers.

• Engineering Services: Perform Preventative Maintenance, Perform Infrared Scanning, and Perform Class 1 Reconditioning on two (2) existing breakers.

• Equipment and Material Supply: Supply two (2) new Spare Main and Tie Breakers (Brand: Cutler-Hammer/Westinghouse, Model: DSII-632, 3200AF/3000AT).

• Labor: Provide necessary labor to swap existing breakers.

• Two (2) new Spare Main and Tie Breakers (DSII-632, 3200AF/3000AT)

• Two (2) Reconditioned Class 1 Breakers

• One (1) Report/results from Preventative Maintenance service

• One (1) Report/results from Infrared Scanning service

• Period: July 6, 2026, to July 5, 2027. On-site work to be completed as quickly as possible, with start date coordinated upon receipt of material.

• Place: Building 1A, Naval Radio Transmitter Facility - Lualualei, Waianae, Hawaii, USA.

• Installation, maintenance, and scanning will be coordinated with NCTAMS PAC N4 Department, requiring a 14-day advance notice for scheduling.

• Removal and replacement of breakers must be completed within one working duty day (0630-1500).

• Contractor is responsible for proper disposal/recycling of existing breakers and associated materials.

• One-year warranty on parts and labor is required.

• Contractor employees must apply for and receive approval for the site’s Defense Biometric Identification System (DBIDS) for installation access.

• Contractor shall adhere to current installation security policies.

• The Government will provide an adequate laydown area for contractor materials.

• The Government will provide switching and coordination with the power supplier for required outages to ensure switchgear is in a safe condition to perform work.
