• Reason for Authority Cited: Teradyne, Inc. owns the proprietary technical data and test equipment for this CCA. No other company has access to this proprietary data, and the Government lacks the necessary technical data or intellectual property rights for competitive re-procurement. Reverse engineering is deemed not practicable due to cost and time constraints, and lack of current funding.

• Estimated Value: The document contains redacted estimated values for the base quantity, option quantity, and total maximum value.

• This document does not contain proposal submission instructions or evaluation criteria, as it is a justification for sole-source procurement.

• This procurement is being conducted under "Other Than Full and Open Competition" due to the proprietary nature of the technical data.

• The solicitation and contract will include FAR clauses related to small business subcontracting to maximize small business opportunities.

• A Sources Sought Notice was posted on SAM.gov (March 21, 2025 - April 14, 2025). BHPE LLC (a small business) expressed interest and was informed of requirements to become an approved source.
