Requirements & Evaluation
Offerors must provide a quote including Unit Price, Total Price, and Repair Turnaround Time (RTAT) in days. If the proposed RTAT is longer than the Government's requirement, capacity constraints must be detailed. Quotes should specify if they are Firm-Fixed-Price, Estimated, or Not-to-Exceed. A Testing & Evaluation (T&E) fee/price for Beyond Repair (BR/BER) assets should also be included, with a negotiated reduced contract price not-to-exceed a specified amount.
A critical aspect is the RTAT, measured from physical receipt of the asset at the contractor's facility (as reflected in the Commercial Asset Visibility (CAV) system) to Government acceptance. Failure to meet the required RTAT will incur a price reduction per unit per month, up to a maximum amount, unless delays are excusable. Government Source Inspection (GSI) is mandatory. Proof of being an authorized distributor, signed by a responsible company official, must accompany the offer.

Freight is FOB Origin and handled by the Navy as per the CAV Statement of Work. Accelerated delivery is encouraged. Contractors are responsible for obtaining applicable documents and maintaining inspection records for 365 days post-delivery. Packaging must comply with MIL-STD 2073.
