Scope of Work

Key responsibilities include evaluating civil nuclear energy projects, including large light water reactor (LWR) and Small Modular Reactor (SMR) technologies, across the Middle East, North Africa, Europe and Eurasia (MENA-EE), Indo-Pacific, and Latin America & the Caribbean (LAC) regions. The contractor will develop budgets and terms of reference for activities meeting USTDA funding criteria, which prioritize projects with high likelihood of implementation financing, equal access for U.S. companies, opportunities for U.S. goods and services sales, alignment with host country priorities, and U.S. Embassy endorsement. Deliverables include Preliminary Assessments (up to 8), Project Reports (up to 10), a Final Report, and an Infrastructure Risk Screening. A Non-Disclosure Agreement and a DS Tracker spreadsheet are also required.

Evaluation

The Government may award to a higher-rated, higher-priced offeror if technical superiority merits the additional cost.
