This solicitation is for the procurement of aggregate materials for the 1192nd CJAG AT26 PROJECT. The government is seeking to acquire various types of gravel and aggregate fill.

• 304 Gravel: 1,735 Short Ton

• 57 Gravel: 120 Short Ton

• 2" aggregate fill: 825 Short Ton

• 3/4" minus aggregate fill: 785 Short Ton

• Pricing Arrangement: Firm Fixed Price for all items.

• Period of Performance: Delivery is required by 31 May 2026 for all items.

• The solicitation issue date is April 15, 2026.

• The offer due date is April 26, 2026, at 5:00 PM local time.

• Evaluation will be based on PRICE.

• The government intends to award a contract without discussions.

• This acquisition is a 100% Small Business set-aside.

• The North American Industry Classification System (NAICS) code is 212312 with a size standard of 750.

• The delivery point for all items is W92F OHARNG TRNG CTR, CP RAVEN, 8451 STATE ROUTE 5, BUILDING 1067 RAVENNA, OH 44266-0000 UNITED STATES.

• FOB Details: Party to Pay Transportation Cost: Contractor. Point Type: Destination.

• The solicitation incorporates FAR clauses by reference, including those related to System for Award Management, subcontracting, child labor, equal opportunity, combating trafficking, Buy American, and electronic invoicing (WAWF).

• A Statement of Work (SOW) is attached as a separate document.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for the delivery of aggregate materials to the 1192nd EN CO Camp Garfield AT26 Project.

• Materials Required:

  • 1435 tons of #304 crushed gravel (ODOT specification)
  • 120 tons of #57 gravel (ODOT specification)
  • 825 tons of 2” aggregate fill (#2’s)
  • 785 tons of 3/4” (minus) aggregate fill

• Delivery Location: Camp Garfield Joint Training Center, 8451 State Route 5, Ravenna, OH 44266. Multiple delivery sites exist on the installation.

• Vendor Responsibilities: Furnish all labor and equipment to perform work in accordance with the SOW, meeting or exceeding specified requirements.

• Deliveries must meet or exceed specifications designated in the SOW.

• Delivery Timeline: Requested starting at 0800 on 20MAY26 with final delivery by 31MAY26. Extensions require coordination with MAJ Trevor Ducey.

• Site of Work: Camp Garfield Joint Training Center, Ravenna, Ohio.

• Pre-delivery Reconnaissance: A visit to the site is REQUIRED between 12-15MAY26 to schedule delivery. Contact MAJ Trevor Ducey to schedule.

• Site Entry Process: Coordinate with 1SG Brian Persing or CW2 Grant Stoner 24 hours in advance for site access. Required information includes personnel names, SSN (last four), vehicle details, company name, estimated arrival/departure times, and location(s) needed. Proper identification is mandatory for all personnel.

• Delivery Hours: Will be dictated by the project manager.

• Safety: Deliveries must be performed safely and in accordance with government regulations.

• Signage: Vendors are authorized to provide signage at each dump site.
