Scope of Work
This opportunity requires the manufacture of "Lifting Clamp Assembly #47" for use on Navy submarines, adhering to specific material, mechanical, physical, welding, and testing requirements outlined in Drawing 4398614. The scope includes:
- Manufacturing 20 units (10 EA for DLA Distribution Norfolk, 10 EA for DLA Distribution San Diego).
- Utilizing Government Furnished Equipment (GFM): one 7.5 DIAMETER MAST (MANDREL).
- Performing welding and nondestructive testing (NDT) in accordance with NAVSEA Technical Publications S9074-AR-GIB-010/278, T9074-AS-GIB-010/271, and MIL-STD-2035.
- Fabricating or possessing required Weight Handling Equipment and Test Fixtures.
- Conducting Weight Tests and Holding Capacity Tests per Drawing 4398614.

Technical Requirements & Quality Assurance
Offerors must adhere to a rigorous quality assurance program, including:
- A Quality Inspection System compliant with MIL-I-45208 or ISO 9001, and NCSL Z540.3 or ISO 10012.
- First Article Testing/Inspection: Required, with supplier testing and Government approval of procedures and reports (CDRLs A001, A002, A003). Notification to NSWCPD (matthew.j.ogilvie.civ@us.navy.mil) two weeks prior to scheduled testing.
- Production Lot Testing/Inspection: 100% examination, inspection, and testing required, with submission of reports (CDRL A007).

- Objective Quality Evidence Records (OQEDs): Comprehensive documentation, including mill certifications, weld rod certifications, certificates of conformance, inspection reports, and welder/inspector qualifications, must be maintained and furnished.
