Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for providing classified destruction services at Edwards Air Force Base, California. The primary objective is the secure and complete destruction of designated materials.

• The contractor will provide all necessary management, personnel, equipment, supplies, and services for local onsite classified IT destruction.

• Destruction methods must meet NSA 9-12 requirements or an approved AF waiver.

• Services include onsite inventory and disassembly of IT equipment, sorting by material type, and final destruction via on-site shred trucks.

• The contractor is responsible for operating shredding equipment safely and ensuring irreversible destruction.

• The contractor will provide all labor and supervision, excluding the shred trucks, and must adhere to security protocols and environmental regulations.

• Performance will be evaluated based on meeting contract requirements.

• Non-conformances will be categorized as minor, major, or critical.

• Government Quality Assurance will inspect and evaluate performance.

• A Quality Control Plan (QCP) must be submitted and maintained.

• Performance will be assessed through periodic surveillance, customer complaints, audits, and 100 percent inspection for specific tasks.

• Quarterly progress meetings will be held to discuss performance, improvements, and issues.

• Period of Performance: 7 days from the date of award.

• Place of Performance: Edwards Air Force Base, California.

• Personnel Qualifications: Demonstrated proficiency in classified destruction operations, understanding of security regulations, and ability to manage projects independently. Minimum qualification is a Secret clearance.

• Contractor Personnel: Must designate a Contract Manager (CM) with a Secret clearance. Employees must have current professional certifications and licenses. Background checks are required. Use of Government Employees is prohibited. Off-duty military personnel may be subject to deployment.

• Security: Compliance with all base security regulations, Force Protection Conditions (FPCON), and Health Protection Conditions (HPCON). Personnel require a Tier 3 security clearance and potentially a Special Access Program (SAP) briefing. Information Assurance (IA) training and OPSEC training are required. Access to facilities requires appropriate badges and potentially a National Agency Check Investigation (NACI).

• Safety: Compliance with OSHA requirements and all federal, state, and local laws. Provision of appropriate Personal Protective Equipment (PPE). Substance abuse testing is required. Personnel must present a clean and neat appearance and wear identifiable uniforms.

• Data Rights: Government has unlimited rights to all deliverables.

• Controlled Unclassified Information (CUI): Contractor must comply with DoD Instruction 5200.48.

• Hazardous Materials: Contractor must provide a list of hazardous materials and MSDS. Hazardous waste must be bar-coded and tracked. Training on hazardous materials is required.

• Flightline Operations: Specific requirements for flightline driving and photography authorization apply.

• Base Access: Procedures for obtaining base access, including AFMC Form 496, are detailed. Criminal history background checks are required.

• Key Control: Procedures for managing and reporting lost or duplicated keys/key cards are outlined.

• Restricted Areas: Requirements for restricted area badges and airfield driving training are specified.

• Computer Security: Limited access to the local area network (LAN) is provided; use is restricted to contract work. Common Access Cards (CACs) are required for on-site personnel.
