Quick Summary
The Department of the Navy / NAVFACSYSCOM EUROPE AFRICA CENTRAL has issued a Special Notice regarding its intent to execute a bridge contract for the CLDJ Mini MACC. This action will extend the current Multiple Award Construction Contract by one year and add capacity to prevent significant delays in critical FY26/27 renovation, repair, electrical, and minor construction projects across Djibouti and Kenya. This is not a request for competitive proposals, but interested parties may submit statements of capability.
Purpose & Context
The Government intends to utilize a Justification and Approval (FAR 6.302-1) to extend the ordering period and increase capacity of the existing MACC. This is crucial to avoid unreasonable constraints on the Agency's ability to complete planned projects for Fiscal Years 2026 and 2027. Without this bridge, essential projects would be delayed or canceled, compromising mission readiness, diminishing airfield safety, and impacting facility availability for combat operations originating from ROICC Contracting Department. The agency is actively pursuing a follow-on MACC using full and open competitive procedures.
Scope of Work
The work involves Design-Build and Design-Bid-Build projects, primarily general building types. This includes:
- New construction
- Renovations and alterations
- Demolition
- Repair work
- Any necessary design services
Projects will be executed at various locations throughout Djibouti (including Camp Lemonnier and Chabelley Airfield) and Kenya (including Camp Simba and Manda Bay).
