Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW outlines the requirements for routine maintenance to preserve the hydraulic conduits (culverts) that transport water beneath the roadways within Everglades National Park, Flamingo District.

• Clean and inspect 117 culverts ranging from 12" to 48" in diameter and 12' to 87' in length.

• Remove all sediment, vegetation, and debris that could clog the culverts and inhibit water flow.

• Dispose of all removed debris and vegetation offsite.

• Culverts must be inspected on a regular basis to ensure functional hydraulic performance and structural adequacy.

• Daily reports of performance activity are required, including date, project title, contractor name, weather/ground conditions, number of employees, equipment used, description of work performed, and any issues encountered. Reports are to be emailed weekly.

• Periodic and final inspections will be conducted by the Government.

• Period of Performance: Within 90 days after Notice to Proceed, authorized from October 1, 2026 – March 1, 2027.

• Place of Performance: Flamingo District, Everglades National Park, 1 Flamingo Lodge Hwy - C469, Homestead, FL 33034.

• Safety & Environmental Compliance: Develop a Hazard Analysis & Safety Plan, use appropriate PPE, comply with OSHA and EPA regulations. Special attention must be paid to threatened and endangered species (Wood Storks, Eastern Indigo Snakes, Bonneted Bats, Florida Panthers, American Crocodiles) and non-native species.

• Contractor must obtain prior approval for any road service disruptions.

• An on-site pre-performance meeting is required.

• Adherence to Everglades National Park Compliance Division Requirements is mandatory.

• Submittals are required, including a "Summary of Work" document, equipment list, work plan, Hazard Analysis & Safety Plan, Debris Disposal Plan, Project Schedule, and Inclement Weather Plan.
