Statement of Work (SOW)

This Statement of Work (SOW) outlines the requirements for procuring main propulsion diesel engines and associated parts for the repower of a 36’ Coast Guard Arctic Landing Craft (CG 361069). The goal is to support a full repower of the vessel at a government depot maintenance facility.

• The Contractor shall provide and deliver all items listed in Section 5, "Required Parts and Materials."

• The Contractor is responsible for all costs associated with procurement and delivery to the specified location.

• The provided package must constitute a complete and compatible system ready for installation.

• System Completeness: Ensure all provided parts are fully compatible. Include any ancillary parts, fittings, hardware, or minor components required by the Original Equipment Manufacturer (OEM) for proper installation, commissioning, and operation, even if not explicitly listed. These must be itemized in the bid.

• Superseded Parts: If any listed part number has been superseded or obsoleted, provide the current, direct OEM replacement. Clearly document superseded part numbers in the bid and on the packing list.

• Part Condition: All parts must be new and unused. Remanufactured or refurbished parts are not acceptable.

• Authorized Vendor: All parts must be sourced from the OEM (Volvo Penta) or an authorized distributor.

• Warranty: All items must have the manufacturer's standard warranty. Provide warranty documentation upon delivery.

• Freight: The bid price must include all shipping, freight, and delivery charges to Ketchikan, AK.

• The SOW lists specific Volvo Penta part numbers for items including:

  • Electric remote control kits
  • Steering components
  • Wiring harnesses and cables
  • D4 Engines (270 HP) with pre-installed items
  • Transmissions (Model DPI, Ratio 1.85:1)
  • Propellers (Duo Prop H4)
  • Various kits, filters, hoses, and fluids

• Delivery Location: USCG Industrial Production Facility (IPF) Base Ketchikan, 1300 Stedman Street, Ketchikan, AK 99901.

• Required Delivery Date: On or before September 1, 2026.

• Alternative Proposals: Bidders unable to meet the required delivery date must state their best proposed delivery date in their bid submission.

• Documentation confirming parts are from an OEM-authorized vendor.

• OEM warranty documentation.

• A packing list detailing all shipped items, noting any superseded parts and additional ancillary items.

• Final acceptance by a designated USCG representative at the delivery location upon verification of completeness, compatibility, condition, and required documentation.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for cleaning and maintenance of shipboard exhaust and ventilation systems for the USCGC Anthony Petit, located at USCG Base Ketchikan, AK.

This SOW details three distinct work items:

• Work Item 1: Main Diesel Engine (MDE) Exhaust Piping Cleaning: Requires the contractor to clean the MDE exhaust piping system and associated stack uptakes. This includes disconnecting piping, cleaning interior surfaces to remove soot and tar, reassembling piping with new gaskets and fasteners, and performing touch-up preservation on disturbed surfaces.

• Work Item 2: Vent Ducts, Galley and Pantry Room Cleaning: Requires the contractor to clean and inspect designated shipboard ventilation systems in the galley and pantry room, specifically the Gaylord hood exhaust (System No. E02-68-2).

• Work Item 3: Vent Ducts, Laundry Exhaust Cleaning: Requires the contractor to clean and inspect the laundry room exhaust ventilation system (System No. E01-52-1).

• Cleaning must result in interior surfaces free from soot, tar, and foreign matter.

• Contractors must submit a work plan for waste disposal and cleaning procedures for MDE exhaust piping.

• Initial and post-repair operational tests of affected systems must be witnessed and documented via a Certificate of Record (CFR).

• Visual inspections and reporting are required for specific components after cleaning.

• Place of Performance: USCGC Anthony Petit, USCG Base Ketchikan, 1200 Stedman St, Ketchikan, AK 99901.

• Project Commencement Date: 09 March 2026.

• Contractors must furnish and install all protective measures as per SFLC Std Spec 0000.

• Handling of interferences (e.g., access covers, piping, ducting) must follow SFLC Std Spec 0000.

• Staging or scaffolding must comply with 29 CFR 1915, Subpart E.

• Safety netting is required to protect workers and equipment.

• Coast Guard personnel will operate all shipboard machinery and equipment.

• 48-hour written notification to the COR is required before starting ventilation cleaning work.

• Additional protective covering for food preparation surfaces is required for galley/pantry ventilation cleaning.

• All work must adhere to referenced Coast Guard Drawings, Publications (SFLC Std Specs), and CFR Title 29, Part 1915.
