Wage Determination

This document is a Service Contract Act Wage Determination (WD # 2015-4047), Revision 32, dated December 3, 2025. It establishes the minimum wage and fringe benefit rates for various occupations that may be employed under federal service contracts.

This wage determination applies to contracts performed within the following counties in Massachusetts:

• Essex County (Lynnfield)

• Middlesex County (Acton, Arlington, Bedford, Belm Cambridge, Carlisle, Concord, Everett, Lexington, Medford, Melrose, Newton, North Reading, Reading, Stoneham, Stow, Wakefield, Waltham, Watertown, Way Winchester, Woburn)

• Norfolk County (Braintree, Brookline, Canton, Coh Foxborough, Franklin, Holbrook, Medfield, Medway, Norfolk, Norwood, Quincy, Randolph, Sharon, Stough Westwood, Weymouth, Wrentham)

• Plymouth County (Carver, Duxbury, Hanover, Hingha Marshfield, Norwell, Pembroke, Plymouth, Plympton)

• Suffolk County (Boston, Chelsea, Revere, Winthrop

• Occupational Wage Rates: The document lists numerous occupation codes and their corresponding minimum hourly wage rates. Bidders must ensure their proposed wages meet or exceed these rates.

• Health & Welfare: A Health & Welfare rate of $5.55 per hour (up to 40 hours/week, $962.00/month) is specified. An alternative rate of $5.09 per hour (up to 40 hours/week, $882.27/month) applies if the contract is also covered by Executive Order 13706.

• Vacation: 2 weeks paid vacation after 1 year of service, 3 weeks after 5 years, and 4 weeks after 10 years, with continuous service considered.

• Holidays: A minimum of eleven paid holidays per year are required.

• Executive Orders: Executive Order 13706 (paid sick leave) and Executive Order 13658 (minimum wage) are referenced, with specific requirements and minimum rates detailed.

• Hazardous Pay Differential: Additional pay differentials are specified for work involving hazardous materials (8% for high hazard, 4% for low hazard).

• Uniform Allowance: Contractors may be required to provide uniforms, with specific reimbursement standards if the cost reduces the hourly rate.

• Conformance Process: Procedures are outlined for classifying and determining wage rates for occupations not explicitly listed in this determination, requiring submission of an SF-1444.

This document has undergone numerous revisions, with the most recent being Revision 32 on December 3, 2025. Previous revisions date back to November 18, 2016.

Statement of Work (SOW)

To outline the requirements for cleaning the air conveyance system(s) aboard the United States Coast Guard Boat 1150 (CGC Chadwick) to ensure the cleanliness and operational efficiency of the vessel's HVAC systems.

The contractor shall provide all labor, materials, and equipment for cleaning the vessel's air conveyance systems. This includes:

• Site Preparation: Lock-out/tag-out of exhaust fans, covering of machinery and furnishings.

• Gaining Access: Removal of registers, grilles, diffusers, and drop ceiling sections as needed; cutting exterior insulation and access ports into ductwork according to industry standards (NFPA, NAIMA, NADCA, SMACNA, UL).

• Cleaning Process: Agitation and brushing of ductwork, compressed air washing, and vacuum collection using High Efficiency Particulate Air (HEPA) filtration systems (rated to remove 99.97% of particles down to 0.3 microns).

• Specific Components: Cleaning of Variable Air Velocity (VAV) boxes, Reheat Coils (including treatment with EPA-approved cleaner), and Air Handling Units (AHUs).

• Post-Cleaning: Sealing of access ports, reinstallation of registers, grilles, diffusers, and ceiling tiles, general clean-up, and a final inspection walk-through.

• All work must be performed in strict adherence to industry standard NADCA ACR 2021, Assessment, Cleaning & Restoration of HVAC Systems.

• A comprehensive safety program in accordance with OSHA standards will be followed.

• The period of performance will be mutually agreed upon by the USCG and the vendor, based on vessel and contractor availability.

• Work will be performed when the serviced areas are unoccupied.

• Location: CGC Chadwick, 427 Commercial St, Boston, MA.

• Safety: Includes Hazard Communication, Lock-out/Tag-out, Respirator Protection, Confined Space Program, and use of Personal Protective Equipment (PPE).

• Insurance: The contractor must maintain Commercial General Liability ($2,000,000 Aggregate), Excess Liability ($5,000,000 Aggregate), and Worker's Compensation (Statutory limits).

• On-site Coordination: A service coordinator must be present at all times.

• Customer Responsibilities: USCG will provide vessel access and shipboard services (water, electricity).
