Statement of Work (SOW) / Performance Work Statement (PWS)

To perform recurring sand management services at Ocean Beach, Golden Gate National Recreation Area, San Francisco, California. The goal is to maintain safe visitor access and reduce excessive sand accumulation along the O'Shaughnessy Seawall and adjacent public access areas.

• Mechanical relocation of beach sand away from the O'Shaughnessy Seawall.

• Sand shall be graded from the base elevation at the first step of the seawall and pushed westward.

• Redistribution distances: Minimum 300 feet from stairwells 1-10, and minimum 400 feet from stairwells 10-15.

• Services include mobilization and operation of heavy equipment suitable for beach environments, mechanical pushing and redistribution of sand, maintaining grading tolerances, establishing visitor safety controls, providing environmental protection measures, daily housekeeping, and coordination with the COR for inspection and service verification.

• Project Location: Ocean Beach, Golden Gate National Recreation Area, San Francisco, California.

• Work areas: Beach zone between Stairwells 1 through 15 (Base Bid).

• Period of Performance: 90 calendar days from issuance of the purchase order.

• Preferred performance window: May 11, 2026 – August 31, 2026.

• Services shall be performed under a Firm Fixed Price service contract.

• Contractor shall meet performance standards as verified by the COR.

• Contractor shall conduct operations in accordance with National Park Service regulations, Park Superintendent Compendium, and Federal, State, and Local laws.

• Authorized service hours: 7:00 AM – 6:00 PM, Monday through Friday (Daylight hours only). Weekend or holiday work requires COR approval.

• Site Restrictions: Operate within designated service areas, use adjacent parking areas with permits, use only necessary equipment on the beach, do not fuel equipment on the beach, maintain clear emergency access routes.

• Protection of Historic Structures: Avoid contact damage, do not anchor or modify structures, immediately report damage, and repair damage at Contractor expense.

• Housekeeping: Maintain work areas in clean condition, remove trash daily, properly dispose of waste, prevent debris accumulation, and maintain safe conditions for visitors.

• Safety: Submit a Site Specific Safety Plan (SSSP) addressing heavy equipment operations, public safety controls, beach hazards, emergency procedures, and spill response. Personnel shall wear high visibility clothing, safety footwear, and hard hats where required. All PPE must meet ANSI requirements.

• Required Submittals prior to service start: Service Work Schedule, Equipment List, CARB compliance documentation, Site Specific Safety Plan, Spill Response Plan, Quality Control Plan.

• Contractor shall provide portable sanitation facilities, safety barricades, spill containment kits, equipment maintenance, and traffic cones and delineators. Government will not provide equipment or materials.

• Final Cleanup: Remove equipment, temporary facilities, debris, and restore disturbed areas.

• A site visit is required prior to submitting quotes.

Solicitation / RFP / RFQ

This is a combined synopsis and solicitation (RFQ) for clearing and maintaining sand at Ocean Beach in Golden Gate National Recreation Area, San Francisco, California. The National Park Service intends to award a firm-fixed-price purchase order.

  • California Contractor License (current and valid license is a favorable rating factor)
