Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The NOAA Oceanic and Atmospheric Research (OAR), Great Lakes Environmental Research Laboratory (GLERL) is conducting a Sources Sought Synopsis (Notice Number: 145025-26-0015JRW) to identify qualified businesses capable of providing a ClearWater Sensors Phosphate Sensor with Cartridge and USB Programming Cable. This market research aims to refine Harmful Algal Blooms (HABs) prediction models by measuring active Phosphorus in water. Responses are due April 2, 2026.
Scope of Work
The GLERL requires one (1) ClearWater Sensors Phosphate sensor, one (1) 1000 reading cartridge, and a USB deployment cable. The sensor must be a wet chemistry-based instrument capable of calculating phosphorus output in uM or mg/L from In-Situ samples. Key requirements include:
- Compact Size: Cannot exceed 56 cm height and 16 cm width.
- Weight: Less than 6.8 kg in air with reagents.
- Wavelength: 870 nm LED wavelength.
- Power Draw: No more than 1.8W at max capacity.
- Communications: RS233/RS485 output.
- Detection Limit: Less than or equal to 0.02 uM.
- Range: Zero to 100 uM.
- Memory: At least 1GB internal recording memory.
- Sample Rate: At least one sample every 6 minutes.
- Reagents: Enclosed in plastic cartridges, capable of 1000 samples minimum.
- Depth Rating: 6000m.
- Temperature Range: 0-35 deg C.
- Waste Storage: On-board canister.
- Accessories: Software and 5-meter deployment cable (open tail) must be provided.
