• Representation Section: Offerors must indicate whether they meet the definition of an "Indian Economic Enterprise" with "Indian Ownership."
• Required Fields: Name of Federally Recognized Tribal Entity, Name of the 51% owner of IEE Firm, Business Name, DUNS Number, Certifying Signature, and Print Name.

This form is critical for any bidder seeking to participate in opportunities designated for "Indian Economic Enterprises" under the Buy Indian Act. Bidders must accurately complete this form to self-certify their eligibility. Failure to meet the criteria or complete the form correctly could disqualify an offer.

Statement of Work (SOW)

To provide continued access to a web-based clinical pharmacology database (Clinical Pharmacology Powered by ClinicalKey) for authorized pharmacy and medical staff within the Indian Health Service (IHS) Portland Area Service Units. The goal is to ensure uninterrupted access to reliable clinical pharmacology information to support patient care and clinical decision-making.

• Provide a subscription-based, web-accessible clinical pharmacology information resource.

• The resource must include up-to-date drug information, such as indications, dosing, contraindications, interactions, and safety considerations.

• Allow access for authorized users across multiple Service Units.

• Maintain availability throughout the period of performance, excluding scheduled maintenance.

• Provide updates to clinical content as new information becomes available.

• Offer customer support for access or account-related issues.

• No physical software, equipment, or locally installed applications are required.

• Acceptance will be based on continued availability and uninterrupted access to the resource for authorized users.

• The subscription shall be accessed via a secure web interface.

• Place of Performance: Remote, via web-based access for Government healthcare facilities and Service Units.

• Period of Performance:

  • Base Year: 07/10/2026 - 07/09/2027
  • Option Year 1: 07/10/2027 - 07/09/2028
  • Option Year 2: 07/10/2028 - 07/09/2029
  • Option Year 3: 07/10/2029 - 07/09/2030

• Delivery Schedule: Subscription access active no later than 07/10/2026.

• No Protected Health Information (PHI) or Personally Identifiable Information (PII) shall be stored, transmitted, or accessed by the contractor.

• The contractor shall not require access to Government networks, systems, or facilities.

• No Government-furnished equipment or information will be provided.

Sources Sought Notice

This notice is a Sources Sought set aside for Indian Economic Enterprise (IEE) and Indian Small Business Economic Enterprise (ISBEE). It is not a solicitation for proposals. The objective is to identify potential IEE and ISBEE vendors capable of providing materials marketing and e-ordering software system services for the Indian Health Service (IHS) Portland Area Service Units.

• The government is seeking vendors for "Clinical Pharmacology Powered by ClinicalKey" services.

• Services include materials marketing and e-ordering software system services.

• No contract is being offered at this time. This is for information and planning purposes only.

• The anticipated NAICS code is 541519 - Other Computer Related Services-Information Technology Value Added Resellers.

• Questions regarding the notice are due via email by May 26, 2026, 12:00 PM EST.

• Capability statements and responses are due via email by May 31, 2026, 12:00 PM EST.

• Responses should include a cover letter with specific company information (Company Name, UEI, contact details, GWAC/GSA Schedule, business size, company type, teaming arrangements, and IEE Representation Form).

• Information provided will be used to assess alternatives and may lead to a future solicitation (RFQ).

• Vendors MUST be Indian Economic Enterprises (IEEs) (at least 51% Indian owned and controlled).

• Respondents must be registered in the System for Award Management (SAM).

• Respondents must provide their business size and socioeconomic status (e.g., ISBEE, IEE).

• This notice does not obligate the Government to award a contract or pay for information provided.

• No proprietary, classified, confidential, or sensitive information should be included in responses.

• Responses to this notice will not be considered adequate responses to a future solicitation.
