This document is a Sources Sought Technical Description issued by the Medical Readiness Contracting Office-West to conduct market research for a clinical research associate for the Department of Radiology at Brooke Army Medical Center (BAMC). The government is seeking to identify interested parties with the resources to support this requirement and intends to procure these services on a competitive basis.

• The requirement is for one (1) Full Time Equivalent (FTE) Clinical Research Associate.

• Services include successful execution of moderate to high complexity clinical trials from protocol concept through clinical study reports.

• The associate will serve as the research subject matter expert for clinical research trials to primary and associate investigators at BAMC.

• Responsibilities include working with the Principal Investigator to establish and implement the strategic research program plan and registering eligible patients through the Oncology Patient Enrollment Network (OPEN).

• Further details are provided in the draft Performance Work Statement (PWS) (Attachment 1).

• The estimated period of performance is a base of 12 months with four 12-month option years, commencing in October 2026.

• The contract type is anticipated to be Firm Fixed Price.

• Tasking may be subject to the Service Contract Act or a collective bargaining agreement.

• Interested parties are requested to submit a capabilities statement (max 10 pages, Times New Roman, 10 pitch font).

• Deadline for response: 12 pm CST, March 20, 2026.

• The capabilities statement must address specific items including past performance, task management, subcontractor management, technical skills, small business prime performance, business status, and eligibility for small business programs.

• The requirement may be set-aside for Small Businesses (full or part) or procured through Full and Open Competition.

• All Small Business Set-Aside categories will be considered.

• The applicable NAICS code is 541715 (Research and Development with the Physical, Engineering, and Life Sciences) with a Small Business Size Standard of 1000 employees.

• Businesses of all sizes are encouraged to respond, but must identify their business size.

• Small businesses must confirm their ability to perform at least 50% of the tasking.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide expertise to support the successful execution of clinical trials from protocol concept through clinical study report, ensuring completion of study deliverables. The role supports the Department of Radiology at Brooke Army Medical Center (BAMC) and aims to maintain a high level of quality patient care.

• Provide Clinical Research Associate services for the Department of Radiology/Radiation Oncology section at BAMC.

• Manage multiple research protocols, including electronic medical record review and patient eligibility evaluation for clinical trials.

• Oversee informed consent, recruitment, subject visits, source document preparation, and appointment scheduling.

• Engage with patients and families regarding clinical trial participation.

• Identify and register eligible patients via the Oncology Patient Enrollment Network (OPEN).

• Contact patients and clinicians to determine disease and survival status.

• Prepare and review patient study documents (e.g., case report forms, pill diaries, Quality of Life Forms).

• Administer Neurocognitive tests for NRG Oncology patients.

• Serve as a liaison between NRG and the Radiation Oncology Service.

• Review and interpret adverse event reports.

• Coordinate responses to regulatory authorities (FDA, NCI, etc.) and support audits.

• Advise on financial management and budgets for research projects.

• Coordinate and collect biospecimens.

• Establish data collection systems for patient tracking.

• Monitor and verify research data submitted to NRG Oncology.

• Serve as Site Administrator for Data Management for BAMC and Wilford Hall Ambulatory Surgical Center.

• Maintain a turnover rate not exceeding 20% in any 12-month period.

• Performance will be evaluated in accordance with the Quality Assurance Surveillance Plan (QASP).

• Acceptable Quality Levels (AQLs) include 100% Zero Deviation for specific tasks, maintaining professional licenses/certifications, health/immunization compliance, and AT/OPSEC requirements.

• Substantiated complaints should not exceed two (2) per contractor within a 12-month period.

• Work to be performed at Brooke Army Medical Center (BAMC) at Joint Base San Antonio, TX, and associated medical facilities within a 40-mile radius.

• Contractor personnel are expected to average 40 hours per week.

• Personnel must be U.S. Citizens.

• Must possess an active Tier 1 security clearance.

• Must have a minimum of 5 years of experience as a Clinical Research Associate, specifically in Radiation Therapy Services and protocol management.

• Bachelor's Degree required.

• Must maintain current certifications in Basic Life Support (BLS) and Advanced Life Support (ALS).

• Must maintain a current, valid, unrestricted license to practice in at least one state.

• Personnel must undergo a general physical examination and meet specific health and immunization requirements (e.g., tetanus, Hepatitis B, MMR, tuberculosis screening, influenza vaccination).

• Personnel must complete various training, including Anti-Terrorism (AT) Level I, OPSEC, iWATCH, Information Assurance (IA), HIPAA, DHA Employee Safety Course, Joint Staff Insider Threat Awareness, and New Employee Orientation (NEO).

• Personnel must adhere to a Tobacco Free Medical Campus policy.

• Personnel must not be listed on the HHS OIG List of Excluded Individuals and Entities (LEIE) or the TRICARE Sanctioned Provider List.

• Personnel must comply with Privacy Act, HIPAA, and other federal regulations regarding PII/PHI.

• No telework is permitted, except for Continuity of Operations Planning (COOP) during national emergencies.
