Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for refuse collection and disposal services at Clinton Lake, Kansas, managed by the U.S. Army Corps of Engineers.

• Furnish all personnel, equipment, labor, supplies, and services for refuse collection and disposal.

• Tasks include setting, emptying, cleaning, and replacing/refurbishing refuse containers.

• Services must comply with all Federal, state, and local laws, ordinances, statutes, and regulations.

• Contractor must obtain all necessary permits and authorizations.

• Service Delivery: No more than one delayed service or error per month.

• Dumpster Placement: Dumpsters to be placed within 3 days before service begins and removed within 3 days after service ends.

• Equipment Failure: Contractor must have sufficient backup equipment to continue services without interruption for up to 14 calendar days in case of mechanical failure.

• Container Handling: Empty containers must be returned to their original position with covers closed. Spillage must be cleaned up immediately.

• Disposal: All refuse must be transported and disposed of off Government property at a State-approved sanitary landfill. Contractor bears all costs.

• Equipment Condition: Contractor's hauling equipment must be thoroughly cleaned and disinfected to be free of residue and odor.

• Services are to be performed in accordance with a schedule detailed in Table C.19.2, between the hours of 7:00 a.m. and 6:00 p.m.

• Specific dumpster locations and collection schedules are detailed in Tables C.19.1 and C.19.2.

• Insurance: Required insurance includes Workmen's Compensation and Motor Vehicle Liability (minimum $100,000 per person, $300,000 per occurrence for bodily injury, $20,000 per accident for property damage).

• Contractor Personnel: Must present a clean appearance, display identification, possess a valid license, and utilize tact and diplomacy. Employees cannot be a threat to health, safety, or security.

• Quality Control: Contractor must submit a detailed plan of operation within 14 calendar days of contract acceptance. A designated point of contact for quality matters must be provided.

• Safety: Contractor must comply with all pertinent provisions of Federal, state, and local regulations for safety.

• Antiterrorism/Operation Security: All contract personnel must comply with security requirements, including training and potential searches.

• E-Verify Program: Contractors must comply with FAR clause 52.222-54 for employment eligibility verification.

• Government Furnished Items: Contractor's Daily Worksheet and Gate Key will be provided. An area for dumpster storage may be provided.

• Contractor Furnished Items: Contractor must provide compactor-type trucks, refuse containers, and all other necessary equipment and supplies. Dumpsters must be equipped with plastic or rubber lids and be constructed to prevent accidental tip-over.

Solicitation / RFP / RFQ

This is a combined synopsis and solicitation for commercial services, issued as a Request for Quote (RFQ) by the U.S. Army Corps of Engineers, Kansas City District. The acquisition is for refuse services at Clinton Lake Project, west of Lawrence, Kansas. Bidders are expected to have their clients complete this questionnaire for relevant past projects. The completed questionnaire is submitted with the proposal. It helps the government evaluate the bidder's past performance, which can significantly impact the overall evaluation and award decision. The questionnaire guides the client on what aspects of performance are important to assess.

This document is a "Related Experience Form" that must be completed by all offerors to be considered for award. It is intended to gather information about the offeror's relevant contracting background and experience.
