Scope of Work

Services encompass mission architecture, launch vehicle selection and operations, analytical and physical payload integration, processing, transportation, landing or orbital delivery, and mission operations. Contractors must provide all necessary resources, systems, facilities, data, and mission support.
The contract includes three Contract Line Item Numbers (CLINs):
- CLIN 1: Payload Delivery Services – End-to-end service for delivering NASA-provided payloads.
- CLIN 2: Lander Delivery to NASA – Delivery of a lander for government integration and encapsulation.
- CLIN 3: Non-Mission Specific Services – Special services like advance planning, feasibility studies, and hardware/software development.

Key Requirements
Offerors must be U.S. commercial providers with domestic source requirements for space transportation vehicles. Task orders may require personnel and facilities with security clearances up to TOP SECRET/Sensitive Compartmented Information (TS/SCI). NASA will maintain insight and approval authority based on mission risk. Large businesses are required to submit a Small Business Subcontracting Plan, while all offerors must provide an Organizational Conflicts of Interest (OCI) Avoidance Plan. On-ramp provisions allow new qualified providers to join annually starting in 2027.
Submission & Evaluation
