Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for the reconfiguration and redesign of the Club Lounge at Spangdahlem Air Base, Germany. The goal is to create a facility that is aesthetically pleasing, functionally capable, and provides high-quality services to the community with modern equipment.

Key tasks include:

• Disassembling old TV displays.

• Installing a large LED wall and connecting it to the existing sound system.

• Implementing a modern European lounge theme with speak-easy elements.

• Installing custom-built, locking wooden cabinets for alcohol storage.

• Providing and installing modern furniture, including:

  • High-top tables with high-back chairs and stools.
  • A long bench.
  • Standard tables with chairs.

• Extending the bar service/counter and replacing the countertop with a durable, high-quality serving top.

• Modernizing the front panel of the bar.

• Installing a wooden swinging service door at the bar.

• Adding an additional water line and sink in the bar service area.

• Replacing wall paneling throughout the lounge.

• Removing a partition between the dance floor and pool tables area, followed by repair of affected areas.

• Installing an industrial under-counter ice machine (min. 100lbs/24hr).

• Installing an automatic commercial touchscreen coffee machine and an industrial under-counter dishwasher.

• Providing and installing sound-absorbing acoustic panels in the bar area ceiling.

• Removing the existing DJ booth and refinishing/repairing affected areas.

• Designs must comply with applicable fire codes, health regulations, safety standards, and local building requirements.

• Furniture and appliances must be commercial-grade, suitable for high-traffic operations, and meet applicable electrical, energy efficiency, and safety standards.

• All connections (electrical, plumbing, mechanical) must be secure, code-compliant, and fully operational.

• Workmanship must maintain high standards, and a safe working environment must be ensured.

• A Quality Control Plan addressing workmanship, inspections, and corrective actions is required.

• The worksite must be kept clean and organized.

• Any safety concerns or unforeseen conditions must be immediately reported.

• Work must be completed with no safety violations, and quality must meet or exceed industry standards.

• The period of performance begins with contract award and is completed within 30 calendar days.

• The location is Spangdahlem Air Base, Germany.

• Government Furnished Information (GFI) includes access to the facility during approved work hours (0800-1700, Monday-Friday), existing floor plans (if available), and points of contact.

• All work is subject to inspection by the NAF Facility Manager. Deficiencies must be corrected prior to final inspection and acceptance.
