Amendment / Modification

This document is Amendment 0002 to Solicitation 15BFA025R00000055. It notifies prospective offerors that a protest has been filed with the Government Accountability Office (GAO).

• The solicitation and its due date are on hold pending resolution of the GAO protest.

• The due date for offers is currently on hold.

• All other terms and conditions of the solicitation remain unchanged.

Amendment / Modification

This modification (Amendment 0001) to the solicitation makes the following changes:

• Revised language in Section L.2, "Instructions for Preparation of Technical Proposal."

• Replaced Attachment 7 (Vendor Attestation Form, 5 pages) with a new version: "Federal Bureau of Prison's Vendor Cybersecurity Attestation Form" (3 pages).

• Offerors must ensure their technical proposals adhere to the revised language in Section L.2.

• Offerors must use the newly provided Attachment 7 for their cybersecurity attestation.

Solicitation / RFP / RFQ

This Request for Proposal (RFP) from the Federal Bureau of Prisons (BOP), Field Acquisition Office, seeks proposals for Comprehensive Medical Services for FCI Cumberland in Cumberland, Maryland. The government is procuring these services to meet the healthcare needs of the inmate population.

While the full Performance Work Statement (PWS) is provided in Attachment 2, the solicitation outlines key outputs including:

• Inpatient and outpatient facility services conforming to community standards and applicable laws.

• Proposal Deadline: As set forth in Block 9 of the Standard Form (SF) 33.

• Evaluation Factors: Price, Technical, and Past Performance. Non-price factors (Technical and Past Performance) combined are approximately equal to price. Technical and Past Performance are of equal value.

• Offer Acceptance Period: 180 calendar days from the proposal receipt date.

• No specific set-aside requirements are mentioned in the cover letter or initial solicitation pages.

• Offerors must be registered in the System for Award Management (SAM) database.

• All communications regarding the RFP must be in writing to the Contracting Officer (CO).

• Offerors are cautioned against discussing the preparation of their offer with Government technical personnel.
