Purpose
This Sources Sought is for information and planning purposes to identify potential sources for an anticipated single-award, Firm Fixed-Price contract. The objective is to provide social media/Web 2.0 subject matter expertise and best practice search engine optimization (SEO) services to maximize COMNAVSURFLANT's presence on the worldwide Internet and enhance communication with various audiences.
Scope of Work
The required services, detailed in the Performance Work Statement (PWS), include:
- Advising on social media/Web 2.0 strategies and technologies.
- Analyzing and recommending improvements for public affairs web processes.
- Capturing and producing photography and videography for social media content.
- Providing expert guidance on Web 2.0 technologies (RSS, podcasts, mobile web development, graphics design, video production).
- Editing source code, troubleshooting Content Management Systems (e.g., AFPIMS), and publishing information to social media sites.
- Creating and managing social media analytic reports and providing SEO services for the COMNAVSURFLANT website.
- Developing and maintaining an electronic content library for social media products.
- Offering social media support, guidance, and training to personnel.
- Designing and producing monthly social media plans and submitting evaluation reports.
Contract Details
- Anticipated Type: Single Award, Firm Fixed-Price (FFP).
- Anticipated Duration: 12-month base period with two (2) 12-month option periods and a six-month option (IAW FAR 52.217-8).
- NAICS Code: 541511 (Custom Computer Programming Services) with a size standard of $30,000,000.
- Place of Performance: COMNAVSURFLANT, Public Affairs Office (N01P) Building D29, Naval Station Norfolk, Norfolk, Virginia.

This is a Historically Underutilized Business (HUBZone) Set-Aside (FAR 19.13).
Special Requirements
Contractor personnel must possess strong writing, editing, graphic, videography, photography, and web design skills, along with proficiency in social media platforms and content creation tools. Familiarity with DoD Visual Information programs (DIVIDS, AFPIMS) is necessary. A SECRET security clearance is required for facility access and daily access to classified data. Contractor personnel must be clearly identified as non-government employees.
Response Requirements
Interested sources should submit a response referencing "COMNAVSURFLANT Public Affairs Social Media Support/Web 2.0 Services" including:
- Company name, address, point of contact, phone, and email.
- GSA Schedule, Seaport-e, or other DoD Contract Vehicle.
- Size of business (e.g., Large, Small, 8(a), Hubzone, WOSB, Veteran-owned) in accordance with NAICS Code 541511.
- Contractor and Government Entity (CAGE) Code.
- A Capability Statement detailing the contractor's ability to provide the required services, including relevant past performance (contract numbers, dollar value, period of performance, and similarity) within the last 5 years.
- Any other supporting documentation.
Submissions should not exceed ten (10) typewritten pages in no less than 12-font. Respondents must indicate if they can serve as a prime contractor or subcontractor.
