Purpose
This is NOT a Request for Bid. The purpose is to identify qualified Prime Contractors who are small businesses, HUBZone small businesses, woman-owned small business concerns, 8(a) small businesses, or service-disabled veteran-owned small businesses, and who intend to submit a bid for a future solicitation. This will inform a potential set-aside decision.
Project Description & Scope
The project involves replacing the deficient Holzwarth Culvert (Structure No. 1520-029S) on the Holzwarth Access Road in Rocky Mountain National Park, CO, with a new steel girder bridge. The culvert, located approximately nine miles north of Grand Lake, CO, conveys flow from the Colorado River and provides access to the Holzwarth Historic Site. The work includes:
- Removal of the existing six-barrel culvert.
- Construction of a new steel girder bridge with a cast-in-place concrete deck.
- Installation of new bridge abutments and micropiles.
- Temporary stream diversion and riprap.
- New aggregate roadway surfacing.
- Relocation of an existing electrical line and historic head gates.
- Temporary widening of the 13-foot wide Holzwarth Culvert Access Road and creation of a temporary truck turnaround due to sensitive environmental resources.
Principal Work Items include: Removal of Bridge, Roadway Aggregate, Prefabricated Steel Bridge (10’x48’ modular), Micropile (8.68” dia.), and Temporary Stream Diversion.

Submission Requirements
Interested businesses must submit the following via email to CFLAcquisitions@dot.gov (Attn: Denise Martinez):
- A positive statement of intent to submit a bid as a Prime Contractor.
- A list of all confirmed socioeconomic categories (e.g., 8(a), HUBZone, WOSB, SDVOSB).
- A letter from a bonding agent confirming capability to bond for a single project of $2 million and aggregate bonding capacity.
- A list of road construction projects of equal or greater value and scope, specifically including construction of steel girder bridge, bridge abutments, micropiles, stream diversion, riprap, aggregate roadway surfacing, electrical line relocation, and temporary widening in resource-sensitive areas.
All firms must be certified in the System for Award Management (SAM).
