Request for Information (RFI)

This RFI seeks information from interested contractors regarding their capability to provide a 3-year, role-specific coaching program with annual certification processes for the Department of Defense Education Activity (DoDEA). The program aims to enhance coaching skills for various instructional leaders across DoDEA, aligning with the DoDEA Coaching Model and the book "Blended Coaching: Skills and Strategies to Support Principal Development." This RFI is for planning purposes only and does not constitute a solicitation for quotes or proposals.

• A 3-year program with a base year and three option years.

• Role-specific professional learning (PL) for six groups: HQ and Region Senior Leaders, District Leaders, Regional CIL Teams, HQ Team, Region and District SMEs, and School Leaders.

• Annual certification processes for Foundational, Intermediate, and Distinguished coaching levels.

• Development of a detailed project plan, updated annually.

• Design and delivery of PL sessions, including foundational, intermediate, and distinguished levels, tailored to each role.

• Competency assessments to identify participant needs.

• Support for learning walks and facilitator preparation sessions.

• Creation of role-specific resources, including handouts and toolkits.

• Development of synchronous and asynchronous digital modules.

• Evaluation support and annual reporting, aligned with DoDEA's Professional Learning Guidance and Kirkpatrick Model.

• Expected award timeframe: June-August.

• Period of Performance: Base year plus three option years.

• This is an RFI; responses are for information and planning.

• Interested parties should respond via email by 1 PM EST on Tuesday, February 24.

• Response format: Microsoft Word or compatible.

• Required information includes company details, point of contact, subcontracting possibilities, company capability and experience, proposed solution, professional learning experience, non-binding pricing estimates, and recommendations.

• Prime contractors must perform at least 51 percent of the work.

• All costs associated with responding are the responder's responsibility.

• Responding to this RFI does not guarantee a future solicitation.

• Potential responders are responsible for monitoring SAM.gov for future information.

• All submissions become Government property.
