Statement of Work (SOW)

To provide the U.S. Coast Guard Academy (CGA) with exclusive use of an indoor firing range, an integrated classroom, a certified Range Safety Officer (RSO), and priority scheduling for firearms training and qualification activities during Fiscal Year 2026.

• Provide an indoor live-fire range with a minimum of six lanes, a shooting distance of at least 25 yards, and the capability for tactical movement.

• Offer a dedicated, limited-access air gun range facility physically separate from public areas.

• Provide a qualified Range Safety Officer (RSO) for all live-fire range use.

• Maintain the range facility, including target systems and lead abatement.

• Provide a dedicated classroom adjacent to the range with a minimum seating capacity of 32 students, equipped with A/V equipment and a whiteboard.

• Provide access to clean and operational sanitary facilities.

• Period of Performance: October 1, 2025, to September 30, 2026.

• Geographic Proximity: The range facility must be located within twenty-five (25) miles of the U.S. Coast Guard Academy campus.

• Support for various training programs including permanent party qualification, CGSF qualification, 2/c and SWAB summer training, collegiate pistol/rifle team practice, Combat Arms course, and DSF screener preparation.

• Government will provide weapons, ammunition, targets, and ancillary training equipment.

• Contractor must adhere to Government scheduling processes, providing at least 14 days' notice for requests and resolving conflicts 48 hours prior.

• Contractor must grant the Government sole and exclusive occupancy of the range space during scheduled training.

• Adherence to contractor's established range safety policies and procedures by all Government personnel.

• Conduct of training evolutions in accordance with published doctrines and safety standards of relevant governing bodies (e.g., IDPA, NRA, USPSA).

• If the vendor is a small business and plans to subcontract, they must identify proposed subcontractors, their legal names, and the tasks they will perform.
