Purpose
This is a Request for Information (RFI) from MSC Norfolk, Strategic Sealift Program Support Office, to determine whether to exercise an option on an existing charter contract for a coastal tanker. Responses will be used for market research and will not be considered offers. The government will not reimburse for response preparation costs.
Key Requirements
MSC is seeking information on one (1) clean, U.S. flagged, double-hull shallow draft tanker with segregated ballast tanks (SBT). The vessel must be capable of carrying a minimum of 40,000 BBL of JP8, JP5, JA1, or F76 within its natural segregation. Primary Mission: Afloat storage tanker, lighterage, and transfer over the shore in support of DLA-Energy. Delivery Location: Sea of Japan / Western Pacific Range. Trade Limits: Worldwide. - Base Period: June 16, 2026 - June 15, 2027 (365 days)
- Option 1: June 16, 2027 - May 16, 2028 (336 days) Delivery Date: June 16, 2026. Minimum Characteristics:
- Age: Less than 20 years for duration; vessels over 15 years must have CAP rating 2 or better.
- Length Overall (LOA): Not to exceed 108 meters.
- Deadweight Tonnage (DWT): Not to exceed 8,000 metric tons (MT).
- Equipment: Bow/jet thruster, minimum of 3 segregations with double valve isolation, 3-ton boom or crane, cruciform bits at manifold.
- Speed: Minimum of 12 knots in moderate weather.
- Functionality: Able to serve as a floating storage platform and lighterage.
