Scope of Work
The contractor will provide 24/7/365 non-personal services to manage, operate, maintain, and sustain the COBRA DANE AN/FPS-108 radar system at optimum performance levels, supporting Missile Defense and Space Domain Awareness missions. Key responsibilities include:
- System Integration: Acting as the primary system integrator.
- Maintenance: On-equipment Organizational Level (O-Level) and Depot Level (D-Level) maintenance, off-equipment evaluation, troubleshooting, and unprogrammed depot maintenance.
- Operations Support: Continuous 24/7 staffing of the Operations Center, travel services, transportation, and coordination with Base Operations Support (BOS) contractor.
- Logistics & Management: Depot spares management, logistic support, Depot Maintenance Support Activity (DMSA), contract management, quality control, Associate Contractor Agreements (ACAs), integrated systems engineering, sustaining engineering, integrated product support, cybersecurity support, and data management.
- Ancillary Services: Training, Systems Integration Lab (SIL) services, engineering data validation, procurement of spares/warranties/licenses, equipment replacement/repair, demilitarization, disposal, and project management for Task Orders (TOs)/Delivery Orders (DOs).
- Task Orders: Anticipated O&M and D&S Task Orders, potential software updates, hardware redesign, and 90-day transition-in/out periods.
Information Sought
Qualified prime contractors are requested to submit a Statement of Capability (SOC) detailing:
- Company information (name, address, CAGE, NAICS, business size, socio-economic status, POC).
- U.S. or foreign ownership.
- Capabilities and experience in Ground Based Radar (especially Phased-Array), high-powered traveling wave tube technology, O&M tasks, D-Level sustainment, DMSMS management, manning for remote locations, modification services, system engineering, and COBRA DANE mission expertise.
- Experience in processing, handling, and storage of SECRET and Formerly Restricted Data (FRD).
