Sources Sought Announcement

This announcement is for market research to identify contractors capable of performing the follow-on contract for the COBRA DANE (CD) Radar Operations, Maintenance and Sustainment (OM&S) Services. The current contract ends March 31, 2027. The follow-on contract is planned as a single award sole source IDIQ contract with a performance period of up to 5 years. The COBRA DANE radar is a ground-based, computer-driven L-band Traveling Wave Tube-fired phased-array radar located at Eareckson Air Station, AK.

The contract will provide non-personal services to manage, operate, maintain, and sustain the COBRA DANE radar system 24/7. This includes:

• On-equipment Organizational Level (O-Level) maintenance.

• Off-equipment evaluation and troubleshooting.

• Operations support services.

• Travel services for temporary additional duty (TAD) or temporary duty (TDY).

• Transportation, packaging, handling, shipping, and transportation (PHS&T) for equipment and supplies.

• Depot Level (D-Level) maintenance and sustainment.

• Systems Integration Laboratory (SIL) support.

• Management of all contract aspects, including quality control, Associate Contractor Agreements (ACAs), integrated systems engineering, sustaining engineering, cybersecurity, and data management.

• Operations and Maintenance (O&M) Task Order: Continuous 24/7 staffing of the Operations Center with at least two qualified personnel on-site.

• Depot and Sustainment (D&S) Task Order: Performance-based requirements for D-level maintenance and sustainment.

• Software Maintenance/Updates (anticipated every 1-2 years).

• 90-day Transition-In period (ordered first).

• 90-day Transition-Out period (ordered last).

• Potential hardware redesign or remanufacture.

Qualified prime contractors are requested to submit a Statement of Capability (SOC) including:

• Company Name, Address, website, facilities location, CAGE Code, NAICS, business size, socio-economic program eligibility, and Point of Contact.

• Whether the firm is U.S. or foreign-owned.

• Capabilities and experience in Ground Based Radar (especially Phased-Array), high-powered traveling wave tube technology, O&M tasks, D-Level sustainment, DMSMS management, manning for remote locations, and modification services, including system engineering and COBRA DANE mission expertise.

• Explanation of relevant experience and experience in processing/handling/storage of SECRET and Formerly Restricted Data (FRD).

• Responses are due no later than April 24, 2026, 5:00 pm Mountain Daylight Time (MDT).

• Submit via email in a searchable PDF or MS Office 2024 compatible format to the listed Contracting Officer, Contract Specialist, and Program Manager.

• Electronic responses must be 10 pages or less (excluding cover letter) and under 10 MB. Larger responses must be submitted on CD-ROM or DVD.

• This announcement is open to all business sizes and types.

Statement of Work (SOW) / Performance Work Statement (PWS)
