Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a non-personal services contract for the JROTC Cadet Leadership Challenge (JCLC) Valor 2026, focusing on leadership development and citizenship building in a military-style environment.

• Provide comprehensive services for 250 Cadets and 50 Cadre from 14 high schools.

• Quality Control (QC) program required to ensure services meet contract requirements.

• Government will evaluate performance based on a Quality Assurance Surveillance Plan (QASP).

• Specific performance thresholds are detailed in Technical Exhibit A, including 100% compliance for lodging, training, meals, equipment, and safety.

• Place of Performance: Within 70 miles of Astronaut High School, 800 War Eagle Blvd, Titusville, Florida 32796.

• Contractor must provide 15 gas-powered golf carts (with insurance) for cadre use.

• 50 two-way radios with a range of two miles are required.

• Facility must be non-smoking and meet specific housing requirements (e.g., double occupancy maximum, separate male/female areas).

• Fire and safety compliance with County and State regulations.

• Contractor must provide a crime-free environment.
