Performance Work Statement (PWS)

To provide non-personal services for the JROTC Cadet Leadership Challenge (JCLC) Valor 2026 event, ensuring a crime-free environment and offering leadership development opportunities for cadets.

• Provide lodging, food services (meals and snacks), transportation, and all necessary equipment and personnel for 250 Cadets and 50 Cadre.

• The event will take place from March 19-23, 2026, within 70 miles of Astronaut High School in Titusville, Florida.

• Key activities include: leadership training, adventure training, citizenship building exercises, STEM activities, and recreational opportunities.

• Lodging: One bed/cot per individual, with male/female separation and separate shower/latrine areas. Facilities must not be undergoing renovation and must be in a low-crime area.

• Training Facilities: Must include multiple training sites, a Camp Operations Center, 24-hour First Aid facility, amphitheater, latrines, and showers.

• Meals: Served hot, maintained at or above 140°F, compliant with USDA guidelines, and coordinated with the Government POC 10 days prior to the event. Vegetarian options must be provided.

• Equipment: 15 gas-powered golf carts for cadre, 50 two-way radios (2-mile range), WiFi access, rappelling tower (safety inspected), Land Navigation Course, COPE course, Rope Bridge Course, Water Safety training (swimming pool, lake, canoeing), and tires for tire flip/Raider Recon run.

• Security: A secure environment must be maintained.
