This project aims to demolish existing cisterns and remove an above-ground steel tank at various locations within the Coconino National Forest for public safety. The work involves all labor, materials, and equipment necessary for these operations.

• Pumping and demolition of cisterns.

• Testing interior and exterior coatings of the steel tank for lead-based paint and following industry standards for disposal if found.

• Incorporating noxious weed prevention and control measures within the project site.

• Work is scheduled to begin Summer/Fall of 2026.

• Specific locations include Baker Butte Lookout, Buck Mountain Lookout, East Pocket Lookout, Hutch Mountain Lookout, Lee Butte Lookout, Lee Butte Storage Tank, Mt. Elden Lookout, Turkey Butte Lookout, and Woody Mountain Lookout.

• Restrictions apply: Work at Lee Butte and Woody Mountain is prohibited from March 1st to August 31st.

• Bidders are strongly encouraged to visit the sites and verify all conditions independently.

• The contractor is responsible for site investigations, material lists, and field measurements.

• Electricity and water are not available at the sites; cell phone operation is limited.

• Transportation to and from work sites is the contractor's responsibility.

• All equipment brought onto the Forest must be thoroughly washed and cleaned to prevent the spread of noxious weeds, subject to Forest Service inspection.

• Minimize soil surface disturbance.

• Comply with all applicable codes and standards (AWS, AISC, Forest Service Accessibility Guidelines, ADEQ, ADWR, OSHA).

• Contractor is responsible for safeguarding employees, the public, existing facilities, and forest resources.

• Security is not provided by the Government; contractors must take necessary precautions.

• Waste disposal must comply with local, state, and federal laws.

• Submittals required include Construction Schedule, Product Data for Cinder/Sand, Noxious Weed Control documentation, and Waste Manifest for Steel Tank.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for the "Coconino Lookout Tower Cistern Demolition" project. The acquisition is set-aside for small business concerns and incorporates FAR and AGAR clauses by reference. The North American Industry Classification Standard (NAICS) code is 238910, with a small business size standard of $16.5M. This is a Total Small Business Set-Aside.

• Demolish cisterns located at lookout towers for health and safety.

• Decommission cisterns and remove steel tanks at lookout towers throughout the Coconino National Forest for health and safety.

• Offerors must furnish personnel, material, equipment, services, quality control, and project management.

• Award Type: Firm-Fixed-Price Contract.

• Period of Performance: Commence work within 10 calendar days after notice to proceed. Entire work to be completed not later than 180 calendar days after notice to proceed, including final cleanup.

• Offer Acceptance Period: 60 calendar days from the date specified for receipt of offers.

• Evaluation Criteria: Award will be made to the offeror representing the best value to the Government, based on Technical Approach, Past Performance, and Price. Tradeoffs will not be conducted.

• Required Submission Documents: Completed SF 1442, Price Proposal (Schedule of Items), Technical Proposal (approach and past performance), and Bid Guarantee.

• This acquisition is a 100% Small Business Set-Aside.

• A bid guarantee is required. For amounts over $150,000, a 100% payment bond and a 100% performance bond are required within 10 calendar days after award.

Statement of Work (SOW)

This Statement of Work (SOW) details the requirements for the proper abandonment of eight (8) concrete cisterns and one steel tank located across various sites within the Coconino National Forest.

• Task 1a: Cistern Abandonment - Fully Decommissioned: Includes emptying, removing/collapsing the top, potentially punching a hole for groundwater, fully collapsing the cistern, filling with approved off-site materials, and regrading the surface.

• Task 1b: Cistern Abandonment - Fill and Seal: Includes emptying, potentially punching a hole for groundwater, filling with approved off-site materials, and sealing all top openings.

• Task 2: Tank Removal: Involves emptying the steel storage tank and removing/disposing of the tank.

• Task 3: Mobilization: Covers all activities related to mobilizing and demobilizing labor, materials, and equipment to remote, rough-access sites.

• The project must be completed within 120 days of the Notice to Proceed.

• Work at Lee Butte, Woody Mountain, and Hutch Mountain is restricted from March 1st to August 31st.
