Purpose
This RFI is issued solely for market research and planning in accordance with FAR Part 10. It is not a solicitation and does not obligate the Government to issue a contract. The FBOP seeks information from industry to determine the availability of capable small business concerns and support a potential set-aside decision per FAR Part 19.
Scope of Work
The FBOP Reentry Services Division (RSD)/Education Branch is seeking a fully digital, computer-based test (CBT) system for the comprehensive evaluation of cognitive abilities, academic achievement, and oral language skills. This system will replace physical test kits with a laptop or tablet configuration and include professional development for FBOP Special Education Teachers. The scope includes system development and deployment, scoring and advanced analysis, interactive reporting, technical support, and adherence to FedRAMP, Section 508, HIPAA, and FERPA standards. The potential period of performance is one base year plus four option years, with performance primarily at the contractor site and meetings at FBOP headquarters in Washington, D.C.
