Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for administering a fully digital comprehensive assessment system for evaluating cognitive abilities, academic achievement, and oral language skills. The system will replace physical test kits with a laptop or tablet configuration and includes professional development for Federal Bureau of Prisons (FBOP) Special Education Teachers on its administration, scoring, and interpretation.

• Development and deployment of a digital assessment system.

• Replacement of physical test kits with laptop/tablet configuration.

• Provision of multi-model professional development for FBOP Special Education Teachers.

• The assessment will cover cognitive abilities, academic achievement, and oral language skills.

• The system will be computer-based (CBT).

• Vendor will provide scoring and advanced analysis services.

• Vendor will provide near real-time reporting, statistical reports, trend analysis, and empirical data via an interactive reporting system.

• Vendor will provide updates to test and supplies, examiner policy and procedure manuals, operating manuals, and training materials.

• Vendor will provide technical and customer support.

• Vendor will provide specialized training sessions for test administrators.

• Cloud services must use FedRAMP-certified providers and adhere to security standards.

• Applications must adhere to Section 508 accessibility standards.

• The FBOP will own any custom-developed source code.

• The system will undergo an Assessment & Authorization (A&A) process.

• Contractor personnel require security clearances.

• System Availability: 99% availability for users accessing the testing platform.

• Downtime: Not more than 7 hours and 12 minutes per month.

• Response Time: Qualified technicians available within 10 minutes for troubleshooting during service hours.

• Resolution Time: Target resolution of 24 hours or less for unplanned outages.

• Reporting: Weekly and monthly progress reports, weekly usage reports, and monthly problem synopses.

• Period of Performance: One base period of 12 months, with four consecutive 12-month option years.

• Place of Performance: Primarily at contractor site, with meetings and collaboration at FBOP headquarters (Washington D.C.) and select FBOP institutions.

• Digital format for test delivery, no physical materials required for shipping.

• Automatic basal and ceiling rules, and automatic scoring.

• Data must be stored securely and accessible only to authorized FBOP personnel.

• Data must be returned to FBOP and permanently removed from contractor's systems upon contract completion or termination.

• Vendor must comply with HIPAA and FERPA regulations.

• Cloud services must be FedRAMP certified.

• Adherence to Section 508 accessibility standards.

• Security assessment and authorization compliance.

• Contractor personnel must meet security clearance requirements (HSPD 12).

• Non-U.S. citizens are not permitted to perform work involving access to DOJ IT systems.

• Project management requirements include a Project Manager, kick-off meeting, project plan, project schedule, progress reports, and meetings.

• Deliverables include Project Kick-Off Meeting, Project Plan, Project Schedule, RACI Chart, Progress Reports, Risk Management Plan, Change Management Plan, System Management Plan, Training Plan, Agile Plan, Master Data Management Plan, User Roles/Access/Permissions/Security Plan, Training Library, and As-Built Documentation.
