Statement of Work (SOW)

This Statement of Work (SOW) outlines the requirements for the Coherent Radar Electronic Attack Test Environment (CREATE) project. The CREATE project aims to develop test capabilities to address shortfalls in ground-testing modern aircraft radar modes, specifically in air-to-air advanced signals (AS-2 and future AS-N), cognitive radar (CR) detection processing, and the creation of realistic synthetic targets with integrated jamming.

The SOW covers the full lifecycle of the CREATE project, divided into independently executed phases:

• Phase 1 (CLIN 0001): Requirements and Preliminary Design. This phase includes defining system requirements, preliminary architecture, technology feasibility, and early design activities.

• Phase 2a (CLIN 0002): Detailed Design, Critical Design Review (CDR), and Post-CDR Actions. This phase focuses on detailed design activities leading to a final design baseline.

• Phase 2b (CLIN 0005 - Future Option): System Development, Integration, Test, and Delivery. This phase covers the complete system development, integration, testing, and delivery to the Government.

• J-PRIMES (CLIN 0003): Build to Print RAGE Advanced Signals Test Capability (ASTC) System. This involves fabricating, delivering, integrating, and testing an ASTC system for the J-PRIMES facility.

• Development of an ultra-wideband multi-target and jammer generator capability.

• System design, development, integration, test, and validation.

• Deliverables include various specifications, reviews (PDR, CDR), test plans (FAT, SAT), technical manuals, and software.

• Adherence to numerous Government Furnished Information (GFI) and Reference Documents, including specifications, standards, and handbooks.

• Phase 1: 7 months after award.

• Phase 2a: 7 months after award.

• Phase 2b: 24 months after award.

• J-PRIMES RAGE ASTC delivery: Award date plus 18 months.

• MS Contractor facilities.

• Government facilities at NAWC-AD, Patuxent River, MD.

• Government facilities at BAF, Edwards AFB, CA.

• J-PRIMES facility, Eglin AFB, FL.

• Alternate locations for technical interchange (e.g., GTRI in Smyrna, GA).

• The project will operate up to the Collateral Secret level.

• Personnel working with classified data must possess and maintain a SECRET clearance.

• Access to SECRET information and meetings is required.

• The project is a joint effort with the US Navy and Air Force.

• The Government team, led by the Navy's Integrated Battlespace Simulation and Test (IBST) Department, will be the Lead System Integrator (LSI).

• Mercury Systems and Georgia Tech Research Institute are the developers.

Notice of Intent to Sole Source

This document announces the Naval Air Warfare Command Aircraft Division's (NAWC-AD) intent to solicit a sole source proposal for Phase 2(a) of the Cognitive Radar Electronic Attack Environment (CREATE) system. This requirement will issue new CLINs under an existing Basic Ordering Agreement (BOA) N0042124G0003 to Mercury Systems, Inc.

• The Statement of Work (SOW) supports the full lifecycle of the CREATE project, from requirements to system delivery.

• This is a sole source procurement under FAR 8.405-6(b) and 10 U.S.C. Section 2304(c)(1), citing 'Only one responsible source and no other supplies or services will satisfy agency requirements.'

• This notice is published for informational purposes only and is NOT a request for quotes or proposals.

• The Government reserves the right to not compete this procurement.

• This is a sole source notice, not open to competitive proposals.

• The response date is 15 days after posting.
