Solicitation / RFP / RFQ

This is a combined synopsis and solicitation for commercial items, constituting the sole solicitation. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to purchase fifty-one (51) Coil Forms on a Firm Fixed Price (FFP) basis. This requirement is being solicited as a 100% Small Business Set Aside.

• Procurement of 51 Coil Forms, P/N 6764012, in accordance with Government drawing 6764012_53711_FN_A_D19-014.

• Contract Line-Item Number (CLIN) 0002 is for a Contract Data Requirements List (CDRL) Not Separately Priced (NSP).

• Deliveries are FOB destination NUWCDIVNPT Newport, RI.

• The requirement includes a drawing designated as Distribution Statement D/Export Controlled, requiring Joint Certification Program (JCP) certification for access.

• Offerors must have a NIST SP 800-171 DoD Assessment (not more than 3 years old) to receive the drawing.

• CMMC Level 2 (Self) is required prior to award for contractor information systems processing, storing, or transmitting Federal contract information (FCI) or controlled unclassified information (CUI).

• Contract Type: Firm Fixed Price (FFP).

• Anticipated Award Month: March 2026.

• Award will be made to the Lowest Price Technically Acceptable (LPTA) offeror.

• Quote packages must include:

  • Indication of best delivery lead time.
  • Three (3) recent and relevant past performance references (within the last 3 years), including contract number, order type, program name, total cost, PCO/COR/PM contact information, and offeror's role (prime/subcontractor). If a subcontractor, explain role and dollar value. Written explanation of performed work and its relevance is required. Problems encountered and corrective actions may be included.
  • If no recent/relevant references are available, a statement to that effect must be submitted.

• Past performance information in the Supplier Performance Risk System (SPRS) will be considered.

• Quotes must include item prices, shipping costs, delivery terms, delivery lead times, point of contact, Contractor CAGE Code, and Contractor SAM Unique Entity ID.

• Quotes must have a validity date of no less than 90 days.

• Submission Deadline: January 20, 2026, at 2:00 PM Eastern Standard Time (EST).
