A Contract Data Requirements List (CDRL) is also required but Not Separately Priced (NSP). Required documentation includes Certificate of Compliance, Mercury Free Certification, Certificate of Analysis, and Process Certification. Material must be unfilled polycarbonate rod per ASTM D3935, and product identification must comply with MIL-STD-130.

Eligibility & Access
This is a 100% Small Business Set-Aside. Access to the technical specification drawing (Distribution Statement D/Export Controlled) requires a valid Joint Certification Program (JCP) certification. JCP Custodians must email Amy.K.Prisco.civ@US.Navy.mil with a copy of their DD2345 to obtain access. Additionally, offerors must have a NIST SP 800-171 DoD Assessment (not more than three years old) posted in SPRS to receive the drawings. An active SAM registration is mandatory at the time of quote submission.
Submission & Evaluation
Award will be made to the Lowest Price Technically Acceptable (LPTA) offeror. Quote packages must include:
- Best delivery lead time.
- Three (3) recent and relevant past performance references (within the last three years), not exceeding one page each. References should detail contract information, contacts, offeror's role, and a written explanation of relevance. If no references are available, a statement indicating this must be provided.
- The Government will also consider past performance information in the Supplier Performance Risk System (SPRS). Quotes must include item prices (including shipping), delivery terms, delivery lead times, point of contact (phone and email), Contractor CAGE Code, and Contractor SAM Unique Entity ID. Quotes must be valid for at least 90 days. Submission Deadline: January 27, 2026, at 2:00 PM Eastern Standard Time (EST).
