Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Institute of Standards and Technology (NIST) is conducting market research through a Sources Sought Notice for a Coincident Gamma Ray Detection System, specifically seeking two types of Scintillation Detectors and their associated photomultiplier tubes. This system will support research into semiconductor material analysis. Responses are due by April 16, 2026, at 4:00 PM ET.
Purpose & Background
NIST aims to enhance metrology for semiconductor manufacturing by developing a portable neutron generator-based Prompt Gamma Activation Analysis (PGAA) system. This system will enable quantitative elemental determination in semiconductor bulk material, improving the detection limit for critical light elements (e.g., H, B, N) and metallic contaminants. The requested detectors will establish a coincidence detection system to minimize background gamma rays, thereby improving the signal-to-noise ratio.
Required Equipment
NIST seeks to procure:
- Line Item 0001: One (1) CeBr3 Scintillation Detector (2x3), SCIONIX Model 51B76_2M-E1-CEBR-NEG, with specific technical specifications including a 51mm diameter, 76mm high CeBr3 crystal, PMT, mu metal shield, and built-in voltage divider for negative HV bias.
- Line Item 0002: One (1) CLYC Scintillation Detector (2x2), SCIONIX Model 51B51/2M-E1-CLYC-NEG, with specific technical specifications including a 51mm diameter, 51mm high CLYC:Ce crystal, PMT, mu metal shield, and built-in voltage divider for negative HV bias.
Response Requirements
Interested sources should provide:
- Company information (name, address, contact, email, phone, UEI).
- Details of equipment that meets the objectives, including manufacturer, model, technical specifications, and reseller status.
- Performance capabilities, customization limits, and any aspects of the notice that cannot be met.
- Manufacturing location and any planned changes.
- Small business status for NAICS 6640 (or suggested alternative NAICS).
- Available services (installation, training, maintenance) and standard terms of sale (delivery, warranty, pricing).
- Information on facility renovation services, existing Federal Supply Schedule contracts, and customer references.
- Any other valuable information or requests for additional information/meetings.
Important Notes
This is a Sources Sought Notice for market research only and does not constitute a solicitation or commitment to award a contract. NIST is not obligated to pay for information provided. Responses will not be considered an adequate response to any future solicitation. All responses must be submitted in Microsoft Word 365, Excel 365, or .pdf format.
