Scope of Work

The requirement is for one (1) Cold Spray Corrosion Repair System for LEAD, intended for corrosion repair of various assets. The system must include:

  • System Components: Cold spray metal deposition subsystem (high-pressure nitrogen, >= 1200 psi), nitrogen generation/compressor package (>= 99.9% purity, >= 1300 SCFH), two 20' modified shipping containers (one 480V/3Ph/60Hz, one 120/208 Volt), a complete air compressor package (>= 55 SCFM at 125 PSI, >= 15 HP), a nitrogen booster package (>= 25 HP, up to 4500 PSI), and three high-pressure cylinders with crate and manifold.
  • Robot Subsystem: Lightweight, medium-duty cobot with high lift capability (max 41 kg), max payload 20kg, reach >= 1400 mm, IP67 rating, all axis brakes, safety-rated force/torque sensors, and advanced EtherNet/IP adapter. Must be mountable to a stable fixture table.
  • Design & Safety: Equipment must be new, latest proven model/design, complying with all applicable federal, state, local, and Army regulations (OSHA, NFPA, LEAD-R 385-1). Requires a site-specific spill response plan if hazardous materials are managed.
  • Installation & Warranty: Contractor provides all labor for design, fabrication, and installation. Minimum one (1) year or industry standard warranty.

  7. Explanation of ability to perform at least 50% of the work if a Small-Business Set-Aside is applied (FAR 52.219-14).
  8. Socio-economic status (Small, SDB, 8(a), WOSB, HUBZone, SDVOSB) with documentary proof.
  9. SAM reps and certs, and SBA Profile.

Additionally, offer recommendations to improve the technical specifications and draft PD, identifying any conditions that unnecessarily restrict competition.
