Market Research Survey

This document is an informal market research survey conducted by the Defense Logistics Agency (DLA) Troop Support to determine an acquisition strategy for Cold Weather Glove Inserts. The goal is to enhance support for military customers and identify industry capabilities for efficient procurement. DLA anticipates awarding a three-year Firm-Fixed Price, Indefinite Delivery, Indefinite Quantity (IDIQ) contract.

The survey covers three types of Cold Weather Glove Inserts:

• Item 1: Cold Weather Glove Inserts, Coyote (Type I or Type II)

• Item 2: Cold Weather Glove Inserts, Black

• Item 3: Cold Weather Glove Inserts, Foliage Green

• Contract Structure: A three-year contract with three 12-month tiered pricing periods.

• Quantities: Estimated quantities are provided for each item and for all items combined, with minimum, annual estimated, and maximum quantities specified for each tier. The government is not obligated to order the maximum quantity but reserves the right to order up to it.

• Delivery Destinations: Multiple delivery locations are listed, including Pendergrass, GA; Lansing, MI; and Austin, TX.

• Market Research Focus: DLA is seeking industry input on the number of contracts needed, contract length, and the number of interested companies. Responses will help determine the contract term.

• Submission Deadline: Responses are requested by Monday, June 4, 2026, 3:00 PM Local Philadelphia, PA time.

This document is a Commercial Item Description (CID) for cold weather glove inserts. It supersedes A-A-55119 and provides detailed specifications for Type I (non-automatic construction) and Type II (automatic construction) glove inserts.

• Types: Type I (non-automatic construction), Type II (automatic construction).
• Classes: Camouflage Green 483, Gray 1155, Foliage Green 504, Black 557, Coyote 498.
• Sizes: X-Small, Small, Medium, Large, X-Large.
• Materials: 100% worsted wool yarn, elastic yarn (spandex or rubber core) for Type II cuffs.
• Construction Details: Ambidextrous, seamless knit (plain/jersey knit for body), specific rib knit for cuffs (Type I), mock rib with elastic for cuffs (Type II).
• Measurements: Detailed tables (Table III for Type I, Table IV for Type II) specify dimensions for various parts of the glove (cuff, hand, thumb, fingers) across all sizes.
