Bidders should pay particular attention to provisions requiring representations and certifications, such as those related to covered defense telecommunications equipment or services (252.204-7017, 252.204-7018, 252.204-7016) and business operations with specific regions. The document also details procedures for payment requests and receiving reports through the Wide Area WorkFlow (WAWF) system.

Statement of Requirements

To procure wet weather/cold weather gear for security forces personnel at Maxwell AFB, Alabama, to ensure their health, safety, and operational effectiveness in variable weather conditions.

Procurement of the following items:

• Wet Weather Jacket/Parka (Color OCP): 3-layer windproof/waterproof breathable shell with full seam sealing, adjustable hood, under arm vents, non-freezing two-way zipper with storm flap, dual map pockets, sleeve badge/patch loop panels, utility pockets, adjustable sleeve cuffs, draw cord waist, nylon reinforced elbows. Must be compliant with DAFI 36-2903.
  • Quantities: Small (22), Medium (27), Large (7), X-Large (7), XX-Large (5).
• Wet Weather Pants (Color OCP): Three (3) layer windproof, waterproof, breathable shell with taped seams, drawstring waist with cord lock, zipper fly with snap closure, pass through pockets, zippered leg openings with hook and loop ankle adjustments, reinforced knees and high wear zones. Must be compliant with DAFI 36-2903.
  • Quantities: Small (25), Medium (40), Large (40), X-Large (2), XX-Large (5).
• Coyote Fleece (Color Brown or OCP): Nylon (100%) or Polyester with Taslan reinforcements at collar, shoulders, and elbows. Fade and shrink resistant, hand warmer pockets, two internal chest pockets, stretch grid fleece side panels, raglan sleeves, elastic sleeve cuffs. Must be compliant with DAFI 36-2903.
  • Quantities: Small (21), Medium (40), Large (40), X-Large (7), XX-Large (5).
• Insulated Tactical Gloves (Color Brown or OCP): Synthetic leather palm, adjustable wrist closure, form fitting. Must be compliant with DAFI 36-2903.
  • Quantities: Small (15), Medium (45), Large (45), X-Large (20), XX-Large (10).
• Wind/Water Insulated Watch Cap (Color Coyote Brown): Wind and waterproof, machine washable, acrylic with Polytetrafluoroethylene (PTFE) lining. Must be compliant with DAFI 36-2903.
  • Quantity: One Size Fit All (135).

Delivery to 42 SFS/S4, located at 130 W Selfridge St. Bldg. #943, Montgomery, AL 36112. POC for coordination is building 1154. Loading docks and ramps are available. Designated storage area requires Maxwell AFB installation access and commercial vehicle search. Driver must present driver's license, vehicle insurance, and registration.

Items must be brand new. Refurbished items are not authorized.
