Technical and Contractual Requirements

• Order of Precedence: In case of conflict, amendments take precedence, followed by the schedule of supplies, terms and conditions, IRPOD/Master Procurement Specification, STRs, drawings, and specifications.
• Document Revisions: Contractors must comply with specified revisions and use entire revisions, seeking written approval for any deviations.
• Waivers/Deviations: Requests for delivery date extensions or non-conformance must be justified with explanations, reasons, and offers of consideration, and will be reviewed by the Government Quality Assurance Representative (QAR) and Post Award PCO.
• Data Deliverables (DD Form 1423): Detailed instructions are provided for completing DD Form 1423, including inspection/acceptance codes, distribution statements, submission frequencies, and pricing groups (Group I-IV).
• Certificate of Compliance: A Certificate of Compliance (DI-MISC-81356) is required at the time of material delivery for each unique item.
