Statement of Work (SOW) / Performance Work Statement (PWS)

To manage and perform all operations for the collection and off-post disposal of solid waste and recyclables generated at Tobyhanna Army Depot (TYAD).

• Solid Waste Collection: Contractor shall provide labor, tools, materials, equipment, transportation, and supervision for the collection and disposal of solid waste.

• Recyclable Collection: Weekly collection of glass, plastics, cardboard, and paper using a single-stream method is preferred. Six containers are to be provided.

• Special Waste Collections: Includes coatings/paint waste, garnet sludge, sewage sludge, and infectious waste, each with specific container and frequency requirements.

• Bulky Item Collection: Contractor shall provide roll-off containers (10-40 cubic yards) as requested.

• Personnel & Equipment: Contractor is responsible for all necessary personnel, equipment, fuel, lubricants, and ensuring staff competency. Vehicles must be compatible with government containers, meet safety requirements, and be maintained to prevent leaks.

• Routes & Schedules: Contractor must establish and submit vehicle routes and collection schedules for COR approval within seven days of award. Daily refuse collection requires reporting to guard station and weigh station.

• Container Management: Contractor is responsible for positioning containers, emptying them according to schedule, and replacing filled containers within 24 hours of notification.

• Waste Disposal: All waste must be disposed of at a PADEP-approved and Monroe County Municipal Waste Management Authority authorized landfill. Roll-offs must be covered before leaving TYAD.

• Prohibited Items: Contractor shall not collect or dispose of hazardous materials, military equipment, or empty 55-gallon drums (must be reported).

• Contractor must comply with all applicable laws, ordinances, statutes, and regulations.

• Quality Control: Contractor shall establish a comprehensive Quality Control Plan.

• Quality Assurance: Government will monitor performance using a Quality Assurance Surveillance Plan (QASP).

• Reporting: Monthly tabulation of solid waste disposed of, broken down by day, and for each roll-off emptied.

• Performance shall be at Tobyhanna Army Depot (TYAD), Tobyhanna, Pennsylvania.

• Specific collection schedules and routes to be established upon award.

• Safety: Strict adherence to DoD, DA, OSHA, and TYAD safety regulations is mandatory. This includes incident reporting, PPE requirements, and participation in the Red Card Program.

• Compliance: Contractor must obtain all necessary permits and licenses.

• Inclement Weather/Holidays: Contractor must make up missed collections within 24 hours, with specific procedures for holidays and extreme weather.

• Access: Government representatives must have access to all records, data, and facilities used in contract performance.

Request for Information (RFI)

This RFI is issued by the Army Contracting Command (ACC) - Aberdeen Proving Ground (ACC-APG), Tobyhanna Division, to identify potential vendors capable of providing solid waste collection and disposal services at Tobyhanna Army Depot. This is for information and planning purposes only and does not constitute a Request for Quote (RFQ) or a commitment to issue one.

The government is seeking to award a Firm-Fixed-Price Contract under NAICS code 562111 – Solid Waste Collection.
