This solicitation is for a firm fixed-price (FFP) service contract for garbage collection and disposal services at Tobyhanna Army Depot. The acquisition is being conducted in accordance with FAR Part 12, Acquisition of Commercial Items.

• Collection and disposal of various residual and solid waste.

• Services are to be performed in accordance with the attached Performance Work Statement (PWS).

• Cybersecurity Maturity Model Certification (CMMC) level is TBD.

• Compliance with Section 508 accessibility standards is required.

• Contract Type: Firm Fixed Price (FFP) service contract.

• Period of Performance: Base year (Oct 2026 - Sep 2027) with four option years (Oct 2027 - Sep 2031).

• Estimated Value: Not specified.

• Submission requirements include: Contractor Proposal, signed SF 1449 with pricing, three (3) Past Performance References, and any signed Amendments.

• Award will be made to the responsible offeror whose offer is most advantageous to the Government, considering price, technical factors, and past performance, using a trade-off process.

• Evaluation factors: Technical (compliance with PWS), Price (quoted price for CLINs on SF1449), and Past Performance (three relevant contracts from the past five years).

• Key Deadlines: Offer Due Date is April 20, 2026, at 12:00 PM.

• This acquisition is UNRESTRICTED.

• Offerors must have an active registration in the System for Award Management (SAM) with no active exclusions and no debt subject to offset.

• Offerors must be found to be responsible in accordance with FAR 9.1.

• The solicitation incorporates FAR clauses by reference, including those related to small business concerns, labor standards, and payment instructions (WAWF).

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for managing and performing all operations for the collection and off-post disposal of solid waste generated at Tobyhanna Army Depot (TYAD), Pennsylvania.

• Furnish all labor, tools, materials, equipment, transportation, and supervision for solid waste collection and disposal.

• Comply with all applicable laws, ordinances, statutes, and regulations.

• Provide weekly recyclable pickups from various collection points.

• Offer on-call maintenance or collection services within 48 hours of request.

• Provide six (6) containers for the recycling collection process (single stream preferred).

• Collect and dispose of various waste streams including refuse, recyclables, coatings/paint waste, garnet sludge, sewage sludge, infectious waste, and potentially hazardous materials (if discovered, notify COR).

• Manage collection, storage, and transportation of solid waste in compliance with ANSI Z245.1.

• Handle bulky item collection, requiring an adequate number of roll-off containers.

• Expedited removal of non-hazardous sludge annually.

• Performance must be according to terms, conditions, specifications, and standards contained within the document.

• Quality Assurance (QA) will be monitored using a Quality Assurance Surveillance Plan (QASP).

• Contractor is liable for any damages to government facilities, fixtures, furnishings, equipment, or grounds caused by the contractor or employees.

• Vehicles must be in fully operable condition, meet safety requirements, and be maintained to prevent leaks.

• Spills of oil, hydraulic fluid, or other toxic material must be reported immediately, and cleanup is at the contractor's expense.

• Inoperative vehicles must be moved off-post within four hours.

• Adherence to specific collection schedules and frequencies as indicated in the "Solid Waste Collection Sites" table.

• Minimum of 60% of non-hazardous construction demolition debris must be diverted from landfill for reuse or recycling.

• Noise levels must not exceed 65 decibels outside TYAD property.

• Performance is at Tobyhanna Army Depot (TYAD), Tobyhanna, Pennsylvania.

• Collection hours are typically weekdays between 8:00 a.m. and 2:00 p.m., with specific collection schedules detailed in the document.

• Collection operations outside standard hours require prior COR approval.

• Contractor-furnished items include all parts, materials, supplies, tools, equipment, and safety clothing, except for front-load containers already on-site.

• Vehicles must be painted and have the contractor's name affixed.

• Contractor must notify the Fire Department and COR immediately of any spills.

• Applicable documents include Federal, State, and Local regulations, as well as specific Army and TYAD regulations (e.g., AR 58-1, TM 5-634, 40 CFR Parts 240-258, 29 CFR 1910, PA DEP Regulations, ANSI Z241).

• Mandatory training includes OSHA 30-hour safety course for construction, AT Level I awareness training, and iWATCH Army Training.

• Strict adherence to safety protocols, including the Red Card Program, is required.

• Procedures for handling emergencies, including injuries, natural gas smells, and fires, are detailed.

• Security requirements include background checks, access badges, and compliance with OPSEC and information security protocols.

• Environmental requirements include air pollution control, asbestos-free materials, backflow prevention, use of recycled-content materials, and protection of cultural resources.

• Specific requirements for hazardous materials, hazardous waste, recycling, and disposal are outlined.

• Contractor must ensure site preservation and restoration, protection of trees and shrubs, and compliance with water quality standards.

• No ozone-depleting substances, lead, or zinc chromate pigments are permitted in paints.

• Pest management and prohibition of polychlorinated biphenyls (PCBs) are required.

• ISO 14001 compliance is required.

• Limit of disturbance to the smallest area possible.
