Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing non-personal services for garbage collection and single stream recycling pickups at Tobyhanna Army Depot (TYAD). The objective is to ensure the proper management and disposal of solid waste to maintain quality of life and support TYAD's mission, while complying with environmental regulations.

• Services: Provide all labor, tools, materials, equipment, transportation, and supervision for the collection and off-post disposal of solid waste generated at TYAD.

• Garbage Collection: Empty front-load containers at approximately 85 locations, twice weekly (2W) or as scheduled (AS).

• Recycling Pickups: Empty contractor-provided 6 (8 cubic yard) single-stream recycling dumpsters weekly.

• Rolloff Service: Provide 10, 20, or 40 cubic yard rolloff containers upon request by the COR, with a 48-hour response time for emptying and return.

• Medical Waste Pickup: Provide a medical waste pickup once every 4 weeks for a designated location.

• Disposal: Transport all collected waste to a PA-approved landfill. Provide daily and monthly weight totals for reporting.

• Timeliness: Respond to rolloff service requests within 48 hours.

• Quality: 100% compliance with scheduled pickups. No more than 5 discrepancies per month for front-load services and 2 for recycling services.

• Reporting: Submit monthly weight totals and waste permit renewals.

• Place of Performance: Tobyhanna Army Depot, Tobyhanna, PA.

• Contractor Support Hours: 0800-1400, Monday through Friday.

• Quality Control Plan (QCP): Contractor must develop and maintain a QCP, submitted within 30 days of award.

• Security: Compliance with all installation security requirements, including AT Level I and iWATCH training, background checks, and adherence to OPSEC policies.

• Environmental Compliance: Adherence to all environmental regulations, including waste disposal, recycling, and spill response procedures.

• Safety: Compliance with FAR 52.236-13, EM 385-1-1, and TYAD-specific safety standards. Contractors must have an approved Accident Prevention Plan and conduct Activity Hazard Analyses (AHAs).

• Personnel: Contractor employees must identify themselves as non-government personnel and wear appropriate identification badges.
