Quick Summary
The U.S. Department of Justice, Drug Enforcement Administration (DEA) intends to award a sole source Firm Fixed Price (FFP) purchase order to BAE Systems Applied Intelligence GCS Inc. for maintenance and support of the BAE Mediation System installation. This is a Special Notice, and vendors may submit capability statements by April 17, 2026.
Scope of Work
This requirement is for essential maintenance and support services for the previously procured and installed BAE Mediation platform. BAE Systems is identified as the original developer and sole vendor with the necessary technical knowledge and proprietary rights for their specialized BAE Databridge Mediation System. The services ensure the continued functionality and support of this customized solution.
Contract & Timeline
- Type: Firm Fixed Price (FFP) Purchase Order (Sole Source)
- Duration: June 1, 2026, to May 31, 2027
- Set-Aside: None (Sole Source)
- NAICS: 541519 (Other Computer Related Services)
- Response Due: April 17, 2026, at 10:00 AM EST
- Published: April 14, 2026
Justification & Response
The DEA's intent to award on a sole-source basis to BAE Systems is justified by BAE's exclusive capabilities as the original developer and holder of proprietary rights. The justification states that BAE is the only vendor capable of modifying their solution and guaranteeing its functionality, and that other vendors cannot support the customized system. Pursuing a different vendor would incur a duplication of costs exceeding $3.5 million. This notice is not a request for competitive quotation. However, vendors who believe they can meet the Government's requirement, as detailed in the attached justification, may submit a capability statement for consideration.
Additional Information
The acquisition will be conducted through FAR Part 13 "Simplified Acquisition Procedures." All submissions should be sent electronically to Denise.N.Scott@dea.gov.
